Japan seeks exemption on U.S. sanctions on Iran-Nikkei

TOKYO (Reuters) - Japan is seeking an exemption from proposed new U.S. sanctions against Iran that could effectively freeze Tehran's use of payments for oil, the Nikkei business daily reported on Tuesday, citing sources.

Japanese Finance Minister Koriki Jojima asked U.S. Treasury Secretary Timothy Geithner at an October 11 meeting in Tokyo for the United States to exempt Japanese banks, the daily said, citing unidentified sources familiar with the matter.

Geithner said the matter was being considered, the Nikkei said.

Japan, the world's third-largest importer of crude oil, has already secured waivers from U.S. financial sanctions imposed last year because it has significantly cut purchases from Iran.

A Japanese government official who declined to be identified played down the Nikkei report.

"It is not my understanding that America is currently working on new sanctions or that (Japan) is seeking an exemption from its application," the official said.

The U.S. Congress overwhelmingly passed a new package of sanctions against Iran in August that aim to punish banks, insurance companies and shippers that help Iran sell its oil.

The bill builds on oil trade sanctions signed into law by President Barack Obama in December that, along with EU prohibitions, prompted Japan, South Korea, India and others to slash their purchases of Iranian oil allowing them to get waivers from Washington.

The West has imposed sanctions on Iran because it suspects it wants to develop nuclear weapons. Iran says its nuclear programme is for civilian purposes.

FREEZE

Other importers of Iranian oil besides Japan are also likely to voice their opposition to the proposed new sanctions, the Nikkei said.

U.S. lawmakers are considering expanding economic sanctions on Iran - measures that already have helped push that country's currency into free fall but have not yet convinced it to abandon its nuclear programme.

Democratic Senator Robert Menendez, a member of the Senate Banking and Foreign Relations Committees, has said he is looking at ways to freeze an estimated 30 percent of Iran's foreign currency reserves held in banks outside the country.

Currently, Japanese buyers of Iranian oil pay Iran for crude imports in yen via accounts set up at Japanese banks by Iran's central bank, and the funds later get transferred to Iran's private banks.

But the proposed new U.S. sanctions would effectively freeze those assets, and if the measures are implemented, Iran would no longer be able to use Japan's oil payments freely, which could further curb Japan's oil purchases from Iran, the Nikkei report said.

The United States is set to implement the new sanctions from February, the report added.

In the first eight months of 2012, Japan imported 191,731 barrels per day of Iranian crude, down more than 40 percent from the same period a year ago, according to Reuters calculations based on data from the Ministry of Economy, Trade and Industry (METI).

The ministry is due to release import figures for September on Wednesday.

Safe online? Use bogus details, says IT security expert ? The ...

In the modern world the majority of business owners want to give their firm the most exposure possible and one way of doing that is by signing up to social networking sites.

Services such as Facebook and Twitter have become invaluable marketing aids and, along with cloud computing and IT outsourcing, helped to take many firms into whole new areas of business.

However, the key snag with these kinds of sites is that they are often used by cybercriminals seeking out easy prey.

But how do you stop your personal details falling into the wrong hands? Well according to Andy Smith, internet security chief at the Cabinet Office, you should only post accurate details on trusted government sites and use fake information on social networks.

His comments have sparked anger amongst a large number of internet users and public figures, with Labour MP Helen Goodman describing the suggestion as being ?totally outrageous?.

She told the BBC: ?This is the kind of behaviour that, in the end, promotes crime. It is exactly what we don?t want. We want more security online. It?s anonymity which facilitates cyber-bullying, the abuse of children.

?I was genuinely shocked that a public official could say such a thing.?

However, Mr Smith has stood by his comments, arguing that putting real information on social networking sites makes the likelihood of you being targeted by hackers greater.

He told a Parliament and the Internet Conference in Westminster: ?When you put information on the internet do not use your real name, your real date of birth.

?When you are putting information on social networking sites don?t put real combinations of information, because it can be used against you.

?When you are interacting with government, or professional organisations ? people who you know are going to protect your information ? then obviously you are going to use the right stuff.

His comments were by backed by the chairman of the Digital Policy Alliance Lord Errol, who claimed he always puts his date of birth down as ?April 1st 1900? when asked for it online.

Mr Smith?s comments come in the same month that study by security software developer Splashdata found that people are continuing to put their personal data at risk by relying on easy to hack passwords.

The survey found that the most popular password remains ?password?, while ?123456? and ?12345678? are also used regularly.

It seems that people are continuously using the same passwords for a number of different online accounts.

With things such as email, social networks and online bank accounts to manage, people do not want to have to remember a plethora of different password combinations and use the same easy to recall one across the board.

This is understandable given that research from Experian found that the average person in the UK now has 26 online accounts, but it means that a hacker only has to work out one password in order to gain access to a number of accounts.

A petition (public interest litigation) seeking a odirective to the government to establish guidelines to safeguard the health of the public from from radiation emitting out of cell phone towers will be heard by the Supreme Court tomorrow.
The petition filed by Prashanth Bhushan seeks a directive to the Department of Telecommunications to establish an independent regulatory body to enforce the present safety norms regulating the EMF radiation from base transmitting stations and to heighten the present norms.
The petition seeks enforcement of the current EMF radiation safety norms by abolishing self-regulation and establishing an independent Regulatory Authority to decide EMF radiation safety levels and to monitor and enforce its implementation; tightening the norms as per Precautionary Principle in order to bring them in line with the safety norms followed by other countries and proposed by independent scientific studies; making environmental impact assessments mandatory prior to installation of cell phone towers and banning installation of phone masts in highly populated areas, protected natural areas and in places where endangered species exist.
The petition states that Cell phone technology has revolutionized the telecommunication scenario in India. Due to its several advantages, cell phone technology has grown exponentially in the last decade. Currently, there are more than 50 crore cell phone users and nearly 4.4 lakh cell phone towers to meet the communication demand. The numbers of cell phones and cell towers are increasing without giving due care to its disadvantages. All over the world, people have been debating about associated health risk due to radiation from cell phones and cell towers.
A cell phone transmits 1 to 2 Watt of power in the frequency range of 824 ? 849 MHz (CDMA), 890 ? 915 MHz (GSM900) and 1710 ? 1780 MHz (GSM1800). A cell phone has a SAR (Specific Absorption Rate) rating. In USA, SAR limit for cell phones is 1.6W/Kg which is actually for 6 minutes per day usage. It has a safety margin of 3 to 4, so a person should not use cell phone for more than 18 to 24 minutes per day. This information is not commonly known to the people in India, so crores of people use cell phones for more than an hour per day without realizing its associated health hazards.
A base station and its transmitting power are designed in such a way that mobile phone should be able to transmit and receive enough signal for proper communication up to a few kilometers. Majority of these towers are mounted near the residential and office buildings to provide good mobile phone coverage to the users. These cell towers transmit radiation 24?7, so people living within 10?s of meters from the tower will receive 10,000 to 10,000,000 times stronger signal than required for mobile communication. In India, crores of people reside within high radiation zones.
In India, we had adopted radiation norms given by ICNIRP (International Commission on Non-Ionizing Radiation Protection) guidelines of 1998 for safe power density of f/200, where frequency (f) is in MHz. Hence, for GSM900 transmitting band (935-960 MHz), power density was 4.7W/m2 and for GSM1800 transmitting band (1810-1880 MHz), it was 9.2W/m2. The Inter Ministerial Committee constituted on 24.08.2010 recommended for lowering the mobile towers? EMF exposure limits to 1/10th of the existing prescribed limit. These new norms came into force on 01.09.2012 but still fall short of solving the problems posed by cell tower radiation.
The ICNIRP guidelines clearly state that for simultaneous exposure to multiple frequency fields, the sum of all the radiation must be taken into consideration. However, in India, we have applied this limit to individual carriers, so the radiation level exceeds by several times than even prescribed by ICNIRP guidelines, depending upon the total number of transmitters in that area Some of the people (especially older people, house wives, small children) living near the towers are exposed to this radiation 24 hours a day.

Ozone's impact on soybean yield: Reducing future losses

ScienceDaily (Oct. 30, 2012) ? People tend to think of ozone as something in the upper atmosphere that protects Earth's surface from UV radiation. At the ground level, however, ozone is a pollutant that damages crops, particularly soybean.

Lisa Ainsworth, a University of Illinois associate professor of crop sciences and USDA Agricultural Research Service plant molecular biologist, said that establishing the exposure threshold for damage is critical to understanding the current and future impact of this pollutant.

"Most of my research is on measuring the effects of ozone on soybean, determining the mechanisms of response, and then trying to improve soybean tolerance to ozone so that we can improve soybean yields," she explained.

Ozone is highly reactive with membranes and proteins and is known to damage the human lung. It also harms plants, slowing photosynthesis and accelerating senescence. As a result, they take in and fix less carbon, reducing yield. Ainsworth said that ground level concentrations of ozone are already high enough to damage crop production.

"Ozone reacts very quickly once it enters the leaf through the stomata," she explained. "It can form other oxygen radicals and also hydrogen peroxide. Then a series of cascading reactions causes a decrease in photosynthesis, reducing stomata conductance."

The plant's response to ozone mimics a hypersensitive response to a pathogen attack. "At quite high concentrations of ozone, you can get leaf bronzing, stippling of the leaves, and necrotic spots," Ainsworth said. "At really high concentrations, you get cell death." The metabolic changes then feed forward to affect plant productivity.

Ainsworth's group conducted a two year study in 2009 and 2010 at the Soybean Free Air Concentration Enrichment (SoyFACE) facility at the U of I South Farms. It was the first dose-response experiment to look at ozone and soybean under completely open-air conditions.

They investigated the responses of seven different soybean genotypes to eight ozone concentrations. The plants were exposed to ozone concentrations ranging from ambient levels of 38 parts per billion up to 200 parts per billion. "This is quite high, but unfortunately, those kinds of concentrations are what very polluted areas of China and India are looking at today," Ainsworth said.

The researchers found that any increase above the ambient concentration was enough to reduce seed yield: roughly half a bushel per acre for each additional part per billion.

"This is significant," Ainsworth said. "Especially considering that background concentrations of ozone today vary year to year, anywhere from about 38 to 39 parts per billion to about 62. That can be 15 bushels per acre from one year to the next that farmers are losing to ozone." The researchers compared the results of this study, which used modern genotypes, with results from experiments conducted in controlled environments in the 1980s. They found that the responses of the modern genotypes were similar to those of the older genotypes.

"Breeders haven't inadvertently bred for ozone tolerance in more modern lines," Ainsworth said. "They're still sensitive to ozone, which means that farmers are still subject to these yearly variations in ozone and are losing yield accordingly."

Potential increases in background ozone are predicted to increase soybean yield losses by 9 to 19 percent by 2030. Levels were particularly high during this year's growing season because most days were sunny and warm, and thus they were favorable for ozone formation. Peaks on many days exceeded 80 parts per billion, twice the known sensitivity threshold.

Middle of the storm: How people are handling Sandy

Along the East Coast, residents are weathering the effects of Hurricane Sandy and anticipating its merging with two other weather systems to create a fearsome storm. Here are their stories.

Most businesses near the Hudson River in Hoboken, N.J., piled sandbags at their doorsteps and taped up windows in preparation for the worst of the potential superstorm late Monday. Even Carlo's Bakery, home of the cable TV's "Cake Boss," was closed.

But some businesses stayed open and made the most of the fact that many people had the day off from work.

Music blared and a convivial atmosphere permeated the scene at the Victory Hotel Bar and Grill, about two blocks from the Hudson. Drinks were half-price, even.

"We're actually completely prepared back at the apartment, that's why we felt we could go out for drinks," said Matthew Boucher of Hoboken, who has lived in the city for three years.

Clara Widdison, an exchange student from England who lives in nearby Jersey City, kept a sense of humor about the whole situation.

"My preparation is I've put a bottle of vodka in the bathroom and a package of roasted cashews ... and a heart-shaped pillow," she said before turning more serious. "In England we don't have these extreme types of weather, so that's why it's hard for us to take it seriously and it's all fun and games. But I have a feeling we're not going to be laughing in another three or four hours."

Two feet of floodwater lapped at the front steps of Mike Leban's house, about 50 yards from the Lafayette River in Norfolk, Va.

Ducks swam in the middle of the street nearby, and some were in his neighbor's yard. The water didn't get into his house, but it tore the duct work underneath.

"We've lived in this house 20 years and we've lost the duct work four times in 20 years, so that's not so bad," he said. "As I say, 360 days a year I love this neighborhood, I love this house, I love this river, and five days a year it's a religious experience.

"It's at high tide, so you become very aware of when the high tides are and that's when you break out the prayer rug in hope that you've lived a righteous life."

Leban said the older he gets, the less he can handle the stress of a storm.

"The ducks are happy. I'm not," he said.

A few hardy tourists roamed New York City's Wall Street area in search of any attractions that might be open.

One was historic Trinity Church where, despite the conditions, a security guard diligently ordered visitors to take off their caps as they entered.

Belgian tourist Gerd Van don Mooter-Dedecker, 56, wandered in after learning that a planned shopping spree with her husband Monday wouldn't happen.

"We brought empty suitcases so we could fill them up," she said.

She was scheduled to fly home Tuesday, but now hopes the foul weather will "give us an extra day or two."

The looming storm wasn't a worry. Of more concern was getting to her 51st floor room at a hotel near ground zero if the power goes out.

"I don't think I can climb all those stairs," she said.

Hurricane Sandy has accelerated the arrival of winter at Sugar Mountain Ski Resort in North Carolina.

Sugar Mountain spokeswoman Kim Jochl said Monday the ski resort had already received a couple inches of natural snow and that snow makers had been running since Sunday night.

The resort, in the North Carolina high country and located in the Pisgah National Forest, plans to open Wednesday for Halloween, the earliest opening in 43 years of operation. Jochl said the earliest opening date previously was Nov. 6, 1976.

"It's unprecedented," she said.

Cape May antique shop owner Pete Wilson knows he is going to suffer a bit from Hurricane Sandy. After all, the center of the storm was expected to make landfall at New Jersey's southern tip.

Wilson said water had crept up six inches above the doorsill of his business, North End Garage, located on the bayside of the city popular for its Victorian bed-and-breakfasts.

Wilson had taken out a truckload of antiques out, including jewelry, books and furniture, and tried to elevate some additional furniture, but said he knew he will still suffer losses. "My jewelry cases are going to be toast," he said.

Fishing boat owner Carlos Rafael, who owns 48 scalloping and groundfish vessels, was soaking wet Monday after he and his crews worked to secure his fleet in New Bedford, Mass.

Raphael said preparations began over the weekend for what's predicted to be a particularly strong storm surge. He bought extra lines to tie down the vessels as tightly as possible, and was hoping the boats stayed moored to the dock, and didn't end up on top it, during high tide Monday night into Tuesday morning.

"That's all I can do; there's nothing I can do," Raphael said. "After that, just keep praying that it doesn't get too crazy. ... I'm going to have to be on standby on this one, just in case we get some nightmare."

Ticket agents seemingly outnumbered customers Monday at Terminal A at Boston's Logan International Airport, where passengers glued to cell phones pulled roller suitcases and checked out video screens displaying a grim list of cancellations.

David Kimball, 50, an engineer, was feeling lucky, though, after moving his flight to Irvine, Calif., up a day to Monday to try to avoid Hurricane Sandy. His flight was still on, even as the red "cancelled" designation dominated the list of departures. If his luck held out, it would be good to get home, he said.

"Yeah, it's 82 degrees there and sunny," he said.

But Shawn Hartman of San Antonio already knew Monday he had a few more days in the stormy Northeast. The truck driver dropped off a load of new trucks at a local dealership, then hopped a bus and train to get to Logan, only to find out his flight was cancelled.

Wednesday is the earliest the 41-year-old Hartman can get a flight. In the meantime, he was calling a local friend to see if they could hang out for a few days.

"I'm just resigned (to the wait)," he said. "They've got to do what they've got to do to keep everybody safe. I'd rather be here on the ground than, going down, you know?"

He added, "I'll get some good seafood in me."

Eric Danielson had a one-way ticket from San Francisco to Norfolk, Va., to begin a new job.

What was supposed to be a two-hour layover in Atlanta on Monday looked likely to stretch into a second day as airline officials told him Tuesday was the earliest he'd be able to fly.

"I'm trying to have a smooth transition, and this is not helping," he said.

Danielson was in good spirits Monday morning, chatting with other bored passengers, browsing Facebook and YouTube on his phone and communicating with friends and family by email and text message.

Pat White, a lobster fishermen from York, Maine, said those who make their living on the water didn't know what to make of the predicted hybrid storm, which was expected to combine Hurricane Sandy with a wintry storm from the west and cold air from the Arctic.

The resulting wind action will be something that's unfamiliar to Maine fishermen.

"We're in uncharted territory," said White, noting that the wind on the storm's backside would be opposite of what fishermen are accustomed to seeing.

"It's going to be like a washing machine out there," he said.

Smoke-free laws led quickly to fewer hospitalizations

ScienceDaily (Oct. 29, 2012) ? Smoke-free legislation was associated with substantially fewer hospitalizations and deaths from heart and respiratory diseases, according to research in the American Heart Association journal Circulation.

Researchers reviewed 45 studies covering 33 smoke-free laws at the local and state levels around the United States and from countries as varied as Uruguay, New Zealand and Germany and found:

  • Comprehensive smoke-free laws were associated with a rapid 15 percent decrease in heart attack hospitalizations and 16 percent decrease in stroke hospitalizations.
  • Smoke-free laws were also rapidly followed by a 24 percent decrease in hospitalizations for respiratory diseases, including asthma and chronic obstructive pulmonary disease.
  • The most comprehensive laws -- those covering workplaces, restaurants and bars -- resulted in the highest health benefits.

"The public, health professionals and policy makers need to understand that including exemptions and loopholes in legislation -- such as exempting casinos -- condemns more people to end up in emergency rooms," said Stanton Glantz, Ph.D., senior study author and director of the Center for Tobacco Control Research and Education at the University of California, San Francisco. "These unnecessary hospitalizations are the real cost of failing to enact comprehensive smoke-free legislation."

The findings support the American Heart Association's position that smoke-free laws should be comprehensive and apply to all workplaces and public environments, including restaurants, bars and casinos. The analysis also is consistent with other studies that have found smoke-free laws were followed by significant decreases in acute heart attack and other cardiac-related hospital admissions.

"Stronger legislation means immediate reductions in secondhand smoke-related health problems as a byproduct of reductions in secondhand smoke exposure and increases in smoking cessation that accompany these laws," Glantz said. "Passage of these laws formalize and accelerate social change and the associated immediate health benefits."

Q: I imagine you?re at least tri-lingual. Do you speak more languages?

A: I don?t speak any of the three properly, though! I had a chance to go back to Vietnam when I was a lawyer ? I worked there for four years ? so I speak Vietnamese in a very odd way: I can speak like a child or like a lawyer, but nothing in the middle.

Q: How old were you when you came to Canada? What year was that?

A: 1979, March, late March 1979. 27th of March, actually, one of the very few dates which I remember. I was 10.

Q: Did your family come to Qu?bec because your parents already spoke French?

A: In the refugee camp in Malaysia there was a representative from the Qu?bec government, and because we could speak French? well, my father spoke English also? but it was a natural choice because my mother could speak French.

Q: You write only in French, though.

A: I write in French. I have only written two books, so it?s difficult to say if I?m a writer, if I write in French, if it?s a habit.

Q: So that may change?

A: Well, I don?t know. No-no, I don?t think I?ll ever be able to write in Vietnamese because there are so many limits in my head in Vietnamese, and French is a language with which I learned how to love, so I guess it will always be French. And English? Well, I?ve never been to school in English so I?d never be able to write in English, I think.

Q: You probably don?t read a lot of English-language books then.

A: Actually I read more in English than in French nowadays. I don?t know why, I just have authors I love. My favourite authors are Tim O?Brien and Nicole Krauss, for example, and Heather O?Neill from Montr?al. So yeah, I do read a lot in English.

Q: And do you see a real difference, then, in Canadian literature in English and in French?

A: Absolutely, because even when I speak English I think differently than when I speak French, so the mentality, the way we see the world is a bit different. And also the language does shape us. And for sure when I speak Vietnamese I interpret the world differently. Not that I see the world differently but I think I would interpret it very differently. So absolutely, to me there are two cultures. It?s exactly the same thing with Vietnamese, now, when I read Vietnamese. How would I say it? Things are a lot less explicit in Vietnamese so there?s more place for interpretation than French or English where you?re allowed to name things by their name, you know, to call a cat a cat, for example. In Vietnam it?s very rare that you can call a cat a cat.

Q: We have to talk a while ?til we figure out what we?re talking about?

A: Yeah, for example in Vietnamese you cannot talk really about a sexual relationship. A doctor would ask you if you have been close with your husband and that would be the most that he can say. You know, that?s the closest that you can get to another person, ?Have you been close??

Q:?That?s interesting. I remember reading a novel long time ago where the man was talking about his difficulties in learning English, that he spoke some ? it was a fantasy novel ? he spoke something like French. He was used to putting the adjective before or after the noun, it didn?t matter, but in English there was a big difference between a house cat and a cat house.

A: There you go! See, that?s why. It is, yeah, it changes us.

Q: So you have spent your whole life, almost, between two cultures, all the time.

A: Absolutely. Or with two cultures. I don?t think that I?ve ever been really between. I think I embraced both with, I don?t know, with a feeling of richness more than being torn between the two.

Q: And your children are, essentially, world citizens.

A: It?s very sad that they don?t speak Vietnamese because they were born in Asia when? well, it sounds very strange, but they were born in Bangkok when we were based there, so my older one spoke Thai instead of Vietnamese because of his surrounding, his entourage, and so I don?t know if they had a chance to have two cultures like I do. But of course they?re very close to my parents for sure, they eat Vietnamese a lot, and the values, I think they do have the values but not the culture or the language.

Q: They speak to their grandparents in French?

A: Yeah, my parents got lazy and didn?t force Vietnamese on them! They have become soft, they?re not forcing them to make an effort to speak Vietnamese.

Q: Ru is not your life, but a lot of its contents were part of your memories.

A: Of course. My first motivation was to play with words, to be with words, to write, and so when you write there?s the technical side to it where you choose the words and the way you shape the sentence and the structure, and so you play with the story itself. I allowed myself to be fictive, in a way. From the first line, you know: I was born during the Tet Offensive at all, I was born in September, ?68, not February, ?68, so I was just conceived at that point! But it was important for me to talk about that event if I talk about Vietnam.

Q: If you were born in Vietnam in 1968 what you would remember about Vietnam in 1968 was Tet.

A: Exactly. So to me I was born during the year of the Tet, because to all Vietnamese 1968 was the Tet Offensive. It was the turning point of that war, and it was the first big American deployment, and the war became full-blown at that point in time. So it was important to talk about that. And then certain others I had to put two or three together to make it interesting enough.

Q: The novel is one image after another, almost the way people really remember things, not in a linear fashion, and you made your own narrative out of those images. I think this is what the Giller jury was getting at when it praised you for reinventing the immigrant story.

A: I was surprised. I thought that my story was so, you know, ordinary and flat! Yeah, and I didn?t know where I reinvented!

Q: Well, two of them are immigrants themselves,?so I think that might have really struck a chord in them, and they?re thinking, ?Well, it?s not the, ?Grandma showed up on the dock in 1897 and then we went here and then this happened,?? it?s different, it?s not linear, and it?s more of a kaleidoscope. I think that?s what they meant by it.

A: And I think maybe also because it?s so imperfect, that I don?t give many facts. I only see small details, ever.

Q: You make a point regarding the difference between the narrator?s name and her mother?s name, which is fractional. Is that the sort of thing Vietnamese pay attention to a lot, these tiny things in names that foreigners miss?

A: Yes, absolutely. Our names have meanings, so the name is very important in this instance, there?s a meaning to it. So yes, but in my case, my personal case, there was no meaning: my mother just wanted to use her name and change the accent, that?s it. And luckily I?m the only girl, otherwise we would have exactly the same name here: if we were four then we would be four Kim Th?y, it would be Kim Th?y, Kim Th?y, Kim Th?y, Kim Th?y, right? But here you don?t write the accent so we wouldn?t be able to make the difference between us. Except for the birth date, I guess.

Q: Oh, I see. So you and any sisters would have had these slightly different names but they would have looked the same to Canadians.

A: Exactly the same, yes. I think I paid attention to the accent because I said to my mom that I prefer the other accent, l?accent grave instead of l?accent aigu, right? The meaning of l?accent grave, because the Th?y with l?accent grave means someone who is very soft and delicate, and I said, ?Why didn?t you give me that name? I would have been a delicate girl,? you know?

Q: And what does your name mean?

A: It has no meaning!

Q: Was the title of your novel?ru is a lullaby in Vietnamese, a small stream in French? in your mind for a long time before you wrote it?

A: Actually, no. It was saved under Document 1 for a long time. At one point I named it Apr?s la Pluie, After the Rain, because in French you have this expression, right, apr?s la pluie le beau temps, and it was also the name of a soap, Apr?s la Pluie. It sounded very fresh in my mind, and I wanted the book to be fresh, somehow. But at one point ? I don?t know why ? it became Ru very naturally. But Ru comes from the name of my former restaurant, Rue de Nam, so I just took one part of the restaurant and turned it into words. And it?s probably what I did a lot with the different stories, I would take one word from one chapter and send it into a different direction altogether.

Q: Was that a Vietnamese or a French restaurant?

A: It was a Vietnamese restaurant.

Q: So it meant lullaby?

A: Yes and no, because Rue de Nam, ?de? is really from the French, so it was a mixture. And ?Nam? is of course from Vietnam but it means also ?from the south?.

Q: You could translate that anyway way you wanted.

A: Exactly.

A: Yeah, when we wanted to be wicked, in Vietnamese you put different accents and it became ?Come flirt with my aunt number five?.

Stand with your feet shoulder width apart.

Magnitude 7.7 quake strikes off Canadian coast

VANCOUVER, British Columbia (AP) ? A magnitude 7.7 earthquake struck off the west coast of Canada, but there were no reports of major damage. Residents in parts of British Columbia were evacuated, but the province appeared to escape the biggest quake in Canada since 1949 largely unscathed.

The U.S. Geological Survey said the powerful temblor hit the Queen Charlotte Islands just after 8 p.m. local time Saturday at a depth of about 3 miles (5 kilometers) and was centered 96 miles (155 kilometers) south of Masset, British Columbia. It was felt across a wide area in British Columbia, both on its Pacific islands and on the mainland.

"It looks like the damage and the risk are at a very low level," said Shirley Bond, British Columbia's minister responsible for emergency management said. "We're certainly grateful."

The National Weather Service issued a tsunami warning for coastal areas of British Columbia, southern Alaska and Hawaii, but later canceled it for the first two and downgraded it to an advisory for Hawaii.

Gerard Fryer, a senior geologist with the Pacific Tsunami Warning Center, said the first waves hitting shore in Hawaii are smaller than expected.

The weather service also canceled a tsunami advisory for Oregon, leaving northern California as the only spot in North America still under a tsunami advisory.

Dennis Sinnott of the Canadian Institute of Ocean Science said a 69-centimeter (27 inch) wave was recorded off Langara Island on the northeast tip of Haida Gwaii, formerly called the Queen Charlotte Islands. The islands are home to about 5,000 people, many of them members of the Haida aboriginal group. Another 55 centimeter (21 inch) wave hit Winter Harbour on the northeast coast of Vancouver Island.

"It appears to be settling down," he said. "It does not mean we won't get another small wave coming through."

Canada's largest earthquake since 1700 was an 8.1 magnitude quake on August 22, 1949 off the coast of British Columbia, according to the Canadian government's Natural Resources website. It occurred on the Queen Charlotte Fault in what the department called Canada's equivalent of the San Andreas Fault ? the boundary between the Pacific and North American plates that runs underwater along the west coast of the Haida Gwaii.

In 1970 a 7.4 magnitude quake struck south of the Haida Gwaii.

The USGS said the temblor shook the waters around British Columbia and was followed by a 5.8 magnitude aftershock after several minutes. Several other aftershocks were reported.

The quake struck 25 miles (40 kilometers) south of Sandspit, British Columbia, on the Haida Gwaii archipelago. People in coastal areas were advised to move to higher ground.

Urs Thomas, operator of the Golden Spruce hotel in Port Clements said there was no warning before everything began moving inside and outside the hotel. He said it lasted about three minutes.

"It was a pretty good shock," Thomas, 59, said. "I looked at my boat outside. It was rocking. Everything was moving. My truck was moving."

After the initial jolt, Thomas began to check the hotel.

"The fixtures and everything were still swinging," he said. "I had some picture frames coming down."

Lenore Lawrence, a resident of Queen Charlotte City on the Haida Gwaii, said the quake was "definitely scary," adding she wondered if "this could be the big one." She said the shaking lasted more than a minute. While several things fell off her mantle and broke, she said damage in her home was minimal.

Many on the B.C. mainland said the same.

"I was sitting at my desk on my computer and everything just started to move. It was maybe 20 seconds," said Joan Girbav, manager of Pacific Inn in Prince Rupert, British Columbia. "It's very scary. I've lived here all my life and I've never felt that."

Residents rushed out of their homes in Tofino, British Columbia on Vancouver Island when the tsunami sirens sounded, but they were allowed to return about two hours after the quake.

Rolo 'crownies'

What's a 'crownie?' A cookie combined with a brownie of course! With a Rolo candy in the middle this treat is a chewy, fudgy, cakey delight.?

A chocolate chip cookie base? Topped with brownie batter? And stuffed with a candy Rolo? There's no need to read any further to know this is an amazing recipe.

This is my version of a Rolo-stuffed chocolate chip cookie/fudge brownie combo: A chocolate chip cookie base with a Rolo perched atop it covered in brownie batter and baked to gooey goodness. "Crownie" is cookie + brownie. My other option was to call them "Brookies" or brownies + cookies but that seemed a little too cutesy. Plus I liked how the rolo looks like a pseudo crown when you slice into it.

You can use just about any chocolate chip cookie recipe and brownie recipe for this. It's best to use a chocolate chip cookie recipe that's more chewy than cakey and a brownie recipe that's more fudgy/chewy than cakey. Otherwise, the sky's the limit.

I also baked a dozen versions with a generous dollop of nutella in the middle. I didn't get to try the finished product of that version so I'm not sure how it turned out but I assume it was good.

Rolo crownies

Chocolate chip cookie layer
2-1/8 cups all-purpose flour

?1/2 teaspoon salt

1/2 teaspoon baking soda

12 tablespoons butter, melted and cooled to room temperature

1 cup light brown sugar

1/2 cup granulated sugar

1 large egg

1 large egg yolk

2 teaspoons vanilla extract

2 cups chocolate chips

Brownies
1 stick/8 tablespoons?unsalted softened butter

1-1/2 cups?semi-sweet chocolate chips

1 cup?all-purpose all purpose flour

1/4 teaspoon?salt

1/2 cup?granulated sugar

1/2 cup?packed light brown sugar

2 large?eggs, plus 1 egg yolk

2 tablespoons?vegetable oil

1. Preheat oven to 325 degrees F. Lightly spray mini muffin tins with nonstick cooking spray.

2. Make the chocolate chip cookie dough:?In a medium bowl, whisk together flour, salt, and baking soda. Set aside.

3. In the bowl of a stand mixer, mix the melted butter and sugars together until combined. Add the egg, egg yolk, and vanilla extract and mix until smooth. Slowly add the dry ingredients and mix on low, just until combined. Stir in the chocolate chips.

4. Pat a tablespoon (or so) of cookie dough into the bottom of the mini muffin tins, lining bottom completely and going halfway up the sides. Place a Rolo caramel candy in the center of each cavity.

5. Make the brownie batter:?Melt butter and chocolate chips together in the top half of a double boiler set over hot water. Stir until smooth. Add flour, salt and sugars. Mix a few times then add egg yolks and oil. Mix until well combined.

6. Pour enough batter to cover each Rolo/chocolate chip cookie cup until 2/3 full in the mini muffin tin and Rolo is covered completely. Bake for 20-25 minutes or until toothpick inserted near the side of the brownie (avoid the Rolo) comes out clean or with a few moist crumbs.
