New satellites to extend China's military reach (Reuters)

HONG KONG (Reuters) ? China this week reached a milestone in its drive to master the military use of space with the launch of trials for its Beidou satellite global positioning network, a move that will bring it one step closer to matching U.S. space capabilities.

If Beijing can successfully deploy the full 35 satellites planned for the Beidou network on schedule by 2020, its military will be free of its current dependence for navigation on the U.S. global positioning network (GPS) signals and Russia's similar GLONASS system.

And, unlike the less accurate civilian versions of GPS and GLONASS available to the People's Liberation Army (PLA), this network will give China the accuracy to guide missiles, smart munitions and other weapons.

"This will allow a big jump in the precision attack capability of the PLA," said Andrei Chang, a Hong Kong-based analyst of the Chinese military and editor of Kanwa Asian Defense magazine.

China has launched 10 Beidou satellites and plans to launch six more by the end of next year, according to the China Satellite Navigation Management Office.

Chinese and foreign military experts say the PLA's General Staff Department and General Armaments Department closely coordinate and support all of China's space programs within the sprawling science and aerospace bureaucracy.

As part of this system, the Beidou, or "Big Dipper," network will have an important military role alongside the country's rapidly expanding network of surveillance, imaging and remote sensing satellites.

China routinely denies having military ambitions in space.

Defense Ministry spokesman Yang Yujun on Wednesday dismissed fears the Beidou network would pose a military threat, noting that all international satellite navigation systems are designed for dual civilian and military use.

CATCHING UP WITH THE U.S.

China accelerated its military satellite research and development after PLA commanders found they were unable to track two U.S. aircraft carrier battle groups deployed in 1996 to the Taiwan Strait at a time of high tension between the island and the mainland, analysts say.

The effort received a further boost when it was shown how crucial satellite networks were in the 1991 Gulf War, the 1999 NATO bombing of Yugoslavia and the 2003 invasion of Iraq.

While China still lags the United States and Russia in overall space technology, over the last decade it has rapidly become a state-of-the-art competitor in space-based surveillance after deploying a range of advanced satellite constellations that serve military and civilian agencies.

With the launch of more than 30 surveillance satellites over the last decade, according to space technology experts, the PLA can monitor an expanding area of the earth's surface with increased frequency, an important element of reliable military reconnaissance.

That coverage gives PLA commanders vastly improved capability to detect and track potential military targets.

Real-time satellite images and data can also be used to coordinate the operations of China's naval, missile and strike aircraft forces in operations far from the mainland.

"What we are seeing is China broadly acquiring the same capabilities in this area as those held by the U.S.," said Ross Babbage, a Defense analyst and founder of the Canberra-based Kokoda Foundation, an independent security policy unit.

"Essentially, they are making most of the Western Pacific far more transparent to their military."

In a recent article for the Journal of Strategic Studies, researchers Eric Hagt and Matthew Durnin attempted to estimate the capability of China's space network using orbital modeling software and available data on satellite performance.

China's most basic satellites carried electro-optical sensors capable of taking high resolution digital images in the visible and non-visible wavelengths, wrote the authors.

More advanced satellites launched in recent years carried powerful synthetic aperture radars that could penetrate cloud and cover much bigger areas in high detail.

Added to that, China was now deploying satellites that could monitor electronic signals and emissions, so-called electronic intelligence or ELINT platforms, the authors said.

"Next to China, only the United States possesses more capable tactical support systems in space for tactical operations," they wrote.

US finalizes deal to sell F-15s to Saudi Arabia

(AP) ? The sale of $30 billion worth of F-15SA fighter jets to Saudi Arabia has been finalized, the Obama administration said Thursday, boosting the military strength of a key U.S. ally in the Middle East to help counter Iran.

Under the agreement, the U.S. will send Saudi Arabia 84 new fighter jets and upgrades for 70 more. Production of the aircraft, which will be manufactured by Boeing Co., will support 50,000 jobs and have a $3.5 billion annual economic impact in the U.S., the White House said.

The sale is part of a larger U.S. effort to realign its defense policies in the Persian Gulf to keep Iran in check. The announcement came as U.S. officials weighed a fresh threat from Tehran, which warned this week it could disrupt traffic through the Strait of Hormuz, a vital Persian Gulf oil transport route, if Washington levies new sanctions targeting Iran's crude exports.

Administration officials said the timing of Thursday's announcement was not tied to the new threat from Tehran. But they did make clear that the fighter jet sale would help Saudi Arabia counter potential troubles with Iran.

"This sale will send a strong message to countries in the region that the United States is committed to stability in the Gulf and broader Middle East," said U.S. Assistant Secretary of State Andrew Shapiro. "It will enhance Saudi Arabia's ability to deter and defend against external threats to its sovereignty."

The fighter jet sale is part of a larger 10-year, $60 billion arms deal with Saudi Arabia that also includes helicopters, a broad array of missiles, bombs and delivery systems, as well as radar warning systems and night-vision goggles. Congress gave the deal the go-ahead about a year ago.

The plan initially raised concerns from pro-Israeli lawmakers, but U.S. officials reassured Congress that Israel's military edge would not be undercut by the sale. Additionally, there is now broad agreement among Israel, the Gulf Arab states and the West that Iran poses a significant and unpredictable threat.

Saudi Arabia and Iran are bitter regional rivals. Tensions between them were further stoked earlier this year after the U.S. accused Iran of plotting to assassinate the Saudi ambassador to the U.S. in Washington.

Saudi Arabia is already the most militarily advanced of the Arab Gulf states, one of the richest countries in the world, and central to American policy in the Middle East. It is also vital to U.S. energy security, with Saudi Arabia ranking as the third-largest source of U.S. oil imports.

But relations between the U.S. and Saudi Arabia grew frosty earlier this year, as the allies found themselves at odds during the protests that swept through the Arab world. The Obama administration angered the Saudis by pulling support from former Egyptian leader Hosni Mubarak, a longtime ally of both countries. And the U.S. bristled when Saudi Arabia sent troops into Bahrain to quell protests there.

The White House announced the agreement with Saudi Arabia from Hawaii, where President Barack Obama is vacationing.

EPIQ Systems, Inc., a provider of technology solutions for the legal profession, has acquired De Novo Legal LLC, a U.S. e-discovery provider, for an approximate $70 million.

For 2011 on a pro forma basis, De Novo represents an estimated 30 to 40 percent revenue increase to Epiq?s projected standalone e-discovery segment.

(AP) ? Despite a record-setting rookie season, Carolina Panthers quarterback Cam Newton was not selected to the Pro Bowl.

He certainly isn't pouting over it.

"Who am I to be mad at the fact that I'm the first alternate?" Newton said with a wide smile Wednesday.

Aaron Rodgers, Drew Brees and Eli Manning were selected over Newton, even though Manning has seven fewer total touchdowns.

Newton says he was "honored" to be selected as a first alternate and knows there's a good chance he might wind up replacing one of the guys ahead of him if he pulls out of the game or if the Packers, Saints or Giants wind up in the Super Bowl, which is now played one week after the Pro Bowl.

"Those three guys are at the peak of their game," Newton said.

Still, Panthers coach Ron Rivera believes Newton deserved to go, citing the rookie's ability to make plays with his feet. Newton has thrown for 20 touchdowns and run for 14, the most ever by a quarterback.

By comparison, Manning has 27 total touchdowns ? 26 passing and one rushing.

Manning, however, has more yards passing (4,587) than Newton (3,893) and has a slightly higher quarterback rating.

Both have 16 interceptions.

"I'm disappointed," Rivera said. "He's first alternate, but still. People talk about the numbers weren't as good as some of the other guys. But I disagree because of the combined numbers ? not just throwing the ball, but running the ball."

The Panthers have led in 14 of 15 games this season, but are just 6-9 because they've struggled to close out games in the fourth quarter.

Manning's Giants will face the Cowboys this Sunday for the NFC East division title.

All things considered, Newton has had a remarkable season for the Panthers and is one of the top candidates for NFL Rookie of the Year.

He's already broken Peyton Manning's rookie record for yards passing in a season and has shattered Steve Grogan's 35-year-old record for most rushing touchdowns by a quarterback.

This week against the Saints he needs 107 yards to become the first quarterback to throw for 4,000 yards and run for 500 in the same season.

Saints coach Sean Payton wouldn't divulge who he voted for in the Pro Bowl, but said Newton has been impressive. He also believes Newton will end up playing in the game one way or the other.

"He's going to have a ton of opportunities to play in the Pro Bowl," Payton said of Newton. "To be a rookie with no offseason and literally no minicamp and to report to training camp and do what he's done is amazing. ... He's a guy that I see in that game. Unfortunately he's also in our division."

Payton said he was impressed with Newton the first time he saw him in a uniform.

"I remember being out at midfield the last time we played and seeing his stature and size and arm strength," Payton said. "He's got that warm smile that's contagious to playing quarterback in this league and I think that (confidence) exudes over to his team."

When asked if he's exceeded his own expectations this year, Newton said, "I'm all about how team success plays out and our record is not where we want to be. My goal before this year was to make it to the playoffs. We had ample opportunities to make that happen and I think we dropped the ball on that."

Center Ryan Kalil, who will represent the Panthers at the Pro Bowl along with receiver Steve Smith, said he expects Newton will be making plenty of trips to Hawaii in the future.

"I think he has the respect of a lot of guys around the league and let's face it, there's nothing wrong with being a first alternate either, especially against the quarterbacks he has to compete against," Kalil said. "But he's had a heck of a season, especially as a rookie who didn't have an offseason that a guy normally would have because of the lockout."

Kalil said he's seen Newton mature as a leader both on and off the field.

"We can't be more excited about having him for the future," Kalil said.

Newton is excited, too.

"The one thing we have made a big stride in is creating that hope and a buzz in the community of Charlotte," Newton said. "You can see the fan support everywhere and to some degree we've succeeded in that level."

Leafs coach Ron Wilson gets contract extension

? Maple Leafs coach Ron Wilson has gotten his Christmas wish.

Two days after hinting on Twitter of his desire for a new contract, Wilson says the team has given him an extension.

"'He came! He came!' Remember saying that as a little kid? Well he did: I got a new Red Ryder BB gun and a contract extension!" Wilson tweeted Sunday morning.

The team did not immediately respond to an email seeking confirmation. Wilson tweeted Friday that what he wanted for Christmas was a new contract from general manager Brian Burke.

"This Xmas could be better if Santa stuffs a certain piece of paper in my stocking. whatcouldthatbe," Wilson posted on his Twitter account.

The 56-year-old Wilson is in the final season of a four-year contract. The Leafs are sixth in the Eastern Conference with 40 points. Toronto has not made the playoffs in three previously seasons under Wilson, who is 119-120-42 with the Leafs.

Wilson, a defenseman as a player, was selected by the Leafs in the 1975 draft. He has a 637-546-101-88 coaching record with Anaheim, Washington, San Jose and Toronto. He is 47-48 in the playoffs.

Why Washington Redskins Fans Should Feel Good About 2012 Season

Although we're all aware that injuries are a part of the game and that all teams are forced to adjust, even a Cowboys fan would have a little bit of sympathy for the Redskins and the way the injury bug attacked the team this season.?

I'm not trying to sound like a crybaby with it or anything, but it seemed like one injury after another for the Redskins this season?all at key positions.?

Running back Tim Hightower blows out his knee, safety LaRon Landry hasn't been right since last season, left guard Kory Lichtensteiger blows out his knee, tight end Chris Cooley drops to IR, wide receiver Anthony Armstrong is set back early, rookie Jarvis Jenkins blows out a knee, rookie wideout Leonard Hankerson begins to shine and he hits IR, safety O.J. Atogwe gets a rough start while recovering and the list goes on. It almost didn't seem fair.?

The only good news that can come from such injuries is the fact that all of these guys had time to heal over the course of the season (if they went down early) and the upcoming offseason to heal and prepare for next season.?

Again, I'm not blaming a 5-11 or 6-10 record on injuries alone. But I'm also not denying that it makes a season exponentially harder. And to add fuel to the fire, dummies like Trent Williams and Fred Davis don't help the situation by earning suspensions for a quarter of the season.?

Military Wives Set To Beat X Factor To Top Spot

Amy Hitchcock, Sky News Entertainment

One of the wives, Sarah Clarke, said: "We're so proud of our men now they've got something to be proud of us for."

Gareth Malone told Sky News he is shocked but it's a very timely release.

"This single comes at a time when we're thinking about Afghanistan and the feeling is - realising sacrifices they've made - and not just fatalities but the small sacrifices these women make on a daily basis."

Their charity song Wherever You Are became the fastest selling single in six years.

They sold more in two days than the X Factor winners sold in a week and are tipped to sell a million by Christmas Day.

Leona Lewis

Leona Lewis topped the Xmas chart in 2006

Another of the wives Jo Millthorpe is astonished. She said: "This time a few months ago we couldn't have imagined it. It just keeps getting better."

Mrs Clarke added: "When the choir started the lads had just gone away so we were really low, we needed a pick me up to take out minds off the situation.

"But to end up contender for number one is just way and above anything anyone could have expected."

For five of the last six years the X Factor winners, Matt Cardle, Leona Lewis, Alexandra Burke, Leon Jackson and Shayne Ward hogged the number one spot.

But this year it looks highly unlikely Little Mix will manage to hold onto number one for another week to top the festive chart.

In 2009, Rage Against The Machine beat Joe McElderry to number one, and this year Nirvana's Smells Like Teen Spirit was hoping to be the anti-X Factor bid, but the campaign gained little momentum.

Bob The Builder

Bob The Builder enjoyed his success in 2000

Other contenders hoping to make the top spot this Christmas included the cast of the Only Way Is Essex, but they are unlikely to do it - not even with Nanny Pat and their Christmas vajazzle.

The Wombles threw their hats in for novelty value, but they don't stand a chance against the Military Wives.

Gennaro Castaldo from HMV says that at Christmas anything can happen in the charts.

"You've got the party season and feeling nostalgia, it's the one time of the year that anything can happen in the charts."

From the sublime with Band Aid's Do They Know It's Christmas Christmas number one in 1984, 1989 and 2004, to the ridiculous Mr Blobby in 1993, the plain stupid Bob the Builder in 2000 to the sentimental Cliff Richard in 1988 with his Misteltow And Wine, we seem to like nostalgia and the novelty from our Christmas chart.

If the Military Wives do it, they will also win The Official Singles Chart Number 1 Award to mark the 60th anniversary of the UK's Official Singles Chart.

WikiLeaks' Assange can continue extradition fight

(AP) ? WikiLeaks founder Julian Assange was granted permission by judges Monday to continue his legal battle to avoid extradition to Sweden over sex crimes allegations ? but was warned that his chances of success are slim.

At a hearing at London's High Court, senior judges John Thomas and Duncan Ouseley said Assange would be allowed to apply to Britain's Supreme Court to argue that Europe's process of carrying out extradition was flawed.

The WikiLeaks' chief now has 14 days to submit a written request for a hearing at the country's highest court, Gareth Peirce, a lawyer for Assange, said outside court.

The decision means Assange won't face immediate deportation, and is likely to spend a second Christmas living under curfew at a supporter's country estate in eastern England.

Assange's legal team argue that police and prosecutors ? like the Swedish prosecutor seeking to bring Assange back to the country for questioning ? are not a proper judicial authority, and shouldn't have the right to order extraditions.

Judges said Assange's lawyers had raised a legal question of "general public importance," which is necessary to win an audience at the Supreme Court. But Thomas added that the appeal's "chances of success may be extraordinarily slim."

Assange, who listened attentively and scribbled notes throughout the hearing, was cheered by a small group of supporters ? including several demonstrators from the nearby Occupy London encampment ? as he left the court.

"The High Court has decided that an issue that arises from my own case is of general public importance and may be of assistance in other cases and should be heard at the Supreme Court," Assange said on the steps of the courthouse.

"I think this is the right decision and I am thankful. The long struggle for justice for me and for others continues," he said.

Assange, 40, leads the foundering WikiLeaks anti-secrecy movement, which has been hit with a series of legal and financial setbacks. He was accused of rape, coercion and molestation following encounters with two Swedish women in August 2010. Swedish authorities issued a European Arrest Warrant on rape and molestation accusations, and Assange was arrested in London in December 2010.

Assange was released on bail on the condition that he lives under curfew and wears an electronic tag.

In February, Judge Howard Riddle ruled that Assange can be extradited to Sweden to face questions about the allegations, rejecting his claims that he would not receive a fair trial there.

Assange appealed against the decision. He also insists that the sexual encounters were entirely consensual, and legal in the context of English law.

Judges said Monday that they believed Assange would have faced charges if the incidents had taken place in Britain.

Per E. Samuelsson, Assange's Swedish lawyer, hailed the court's decision to allow him to continue his legal fight.

"This is positive news for Julian Assange and means he will remain in the U.K. while the court assesses his appeal," Samuelsson said. "It is something we have fought for."

Claes Borgstrom, the lawyer representing the two women bringing sex crime charges against Assange, called the decision regrettable.

"My clients have waited for over a year for a legal conclusion of this and now they will have to wait even longer," Borgstrom said. "Then it will still end with Assange being transferred to Sweden. The rules are very clear about this."

"I regret he himself doesn't choose to hand himself over," Borgstrom added.

He said the two women had hoped that the case would have been settled at Monday's hearing. "Now they have to wait for another few months. We are hardened by now, but of course this is still stressful," he said.

Peirce said a panel of three Supreme Court judges will review Assange's appeal for a hearing at the court. If accepted, it could be several more months before his fate is decided conclusively. However, if the judges reject the plea for a hearing, Assange could be sent to Sweden within 10 days, she said.

The High Court judges appealed to their colleagues at the Supreme Court to resolve the case as speedily as possible.

"We would, for obvious reasons, ask that the point is decided as quickly as possible," Thomas told the hearing.

Outside the court, masked members of the hacker group Anonymous and supporters of the Occupy protest ? some of whom wore the cartoon-style masks that have become synonymous with the demonstration, mingled with WikiLeaks activists.

One banner draped over railings outside the court read "Free Assange. Free Manning," referring to U.S. Army analyst Bradley Manning who is in custody at Fort Leavenworth prison in Kansas, suspected of disclosing secret intelligence to WikiLeaks.

Small group int. checks

I should really be doing more important things right now, but Christmas break is coming up and if my memory is to be trusted, it'll be school again before I can get a role play up and running if I wait until then. So. I'm looking for one or two people to RP with, no more than two. I once let a bunch of people into a role play that was supposed to only have three players total and things quickly got way out of hand, so I'm putting my foot down this time. I'll not have any more than two other people in this RP. I've got a few ideas myself, but I'm open to any of yours. Keep in mind that I'm pretty uptight about grammar, so please at least know the difference between "you're" and "your." If you don't, though, check this out-- http://www.roleplaygateway.com/perfect-your-grammar-editing-services-t65363.html . I won't hassle you about slang or chatspeak if you know when and where to use it. I don't care too much about post length, but detail's nice. Shoot for maybe a paragraph per post. If you like longer posts, I'll try to match mine to yours.

The stuff I'll RP with:
Any kind of fantasy, including its sub-genres--dark, modern, medieval, etc.
Sci-fi--I really like playing with dystopian societies, steampunk, and fantasy/sci-fi blends.
Pre-made story worlds--if you're writing a story and want to RP with the world you've made, I'm more than happy to join.

Stuff I'm not comfortable/skilled with, but willing to try out:
Realistic/modern-day things
Romance (I'm okay to try some romance, but I'd like to keep it controlled and realistic and not gushy.)
Zombies

Stuff I won't do:
Fanfiction (You'd be hard-pressed to find any fandom I'd know anything about, anyway)
Anything R-rated
Boarding schools or vampires, unless you can convince me that your idea is really original
Band RPs

Ideas:

1.) Trapped in the Witch's Mansion: Our characters wake up to find themselves locked in a labyrinthine castle in the hands of a bored witch looking for some sadistic entertainment. They must search for the key to freedom, all the while avoiding traps, solving puzzles, and keeping each other alive. Death and injury are very possible in this RP.

Israel blames Palestinians for freeze in talks (AP)

JERUSALEM ? A spokesman for Israel's prime minister said Saturday the Palestinian leadership is to blame for the deadlock in peace talks, a day after the U.S. defense secretary asserted that Israel was not doing enough to renew negotiations.

Mark Regev, a spokesman for Prime Minister Benjamin Netanyahu, said Israel remains ready for the resumption of peace talks without preconditions. The Palestinians, he said, are "playing diplomatic games to try to cover their position, which is to boycott Israel and to refuse to enter negotiations."

At a Brookings Institution forum on Friday, U.S. Defense Secretary Leon Panetta urged Israeli leaders to "just get to the damned table." He added that Israel could more actively attempt to mend ties with Turkey and Egypt, and reverse its growing isolation in the Middle East.

Palestinian Authority spokesman Ghassan Khatib said the Palestinians are eager to resume talks, but will not do so until Israel freezes settlement building in the West Bank, one of the areas the Palestinians seek for a future state.

"Israeli settlement activities indicate that the Israeli verbal commitment to negotiations is not serious," Khatib said. "There is a contradiction between Israel's willingness to negotiate the future of territories and its insistence of determining the future of the territories through illegal settlement activities."

Gronkowski's 3 TDs lead Pats over Colts 31-24 (AP)

FOXBOROUGH, Mass. ? Rob Gronkowski caught two touchdown passes then scored on a lateral and the New England Patriots withstood a fourth-quarter rally to keep the Indianapolis Colts winless with a 31-24 victory Sunday.

Trailing 31-3, the Colts rallied with a touchdown run by Donald Brown and two scoring passes from Dan Orlovsky to Pierre Garcon, the last a 40-yarder with 36 seconds to go. But Deion Branch recovered the onside kick and Tom Brady took a knee on the final play.

The Patriots (9-3) posted their fourth straight win and improved to 38-5 in December starting in 2001. The Colts (0-12) must beat Baltimore, Tennessee, Houston or Jacksonville to avoid a winless season.

Toyota Fun-Vii concept car envisions instantly customizable interior and exterior

Look, the reality is that you can't drive your car into a Pay 'n' Spray every 15 minutes or so à la Grand Theft Auto, but what if you can simply change the vehicle's skin at the tap of a button? Toyota certainly likes the sound of that and has thus come up with the funky-looking Fun-Vii concept car. What's more, even the interior can be changed as well, and similarly it can be used as a display space for navigation or even racing simulation (assuming the latter's disabled while actually driving, of course). This is all good and well, but unlike many other concept exhibits we've seen, Toyota's mockup couldn't seat people -- we suspect the "car" only used a back projection from within, so we couldn't get to see what it'd feel like to play a Tron-like game inside the "car." Nevertheless, we look forward to day when this idea becomes a reality -- here's looking at you, flexible OLED! Video after the break.

Court: Some bone marrow donors can be paid

(AP) ? A father who believes a lack of bone marrow donors contributed to his son's death from leukemia says a federal court ruling allowing most bone marrow donors to be paid will save lives and drive down treatment costs.

The appeals court ruled Thursday that most bone marrow donors can be paid, overturning the government's interpretation of a decades-old law making such compensation a crime punishable by up to five years in prison.

In its ruling, the 9th U.S. Circuit Court of Appeals said a technological breakthrough makes donating bone marrow a process nearly identical to giving blood plasma.

It's legal ? and common ? to pay plasma donors. Therefore, the court ruled, bone marrow donors undergoing the new procedure can be paid as well and are exempt from a law making it a felony to sell human organs for transplants.

The ruling comes after a lawsuit was filed by lawyers at the nonprofit Institute for Justice. The group represents a coalition of patients, doctors and MoreMarrowDonors.org, which is seeking to offer donors $3,000 in the form of a scholarship, housing allowance or gift to charity.

A plaintiff in the lawsuit, Kumud Majumder, said his 11-year-old son, Arya, died of leukemia last April.

The family had resorted to an imperfect bone marrow donor match in desperation because no perfect match was available, the father said at a news conference outside the circuit court's Pasadena chambers

"Arya's tragedy happened in part because of a lack of bone marrow donors," Majumder said. "In the end, creating more and better bone marrow donor matches through a system of modest compensation will save the lives of patients, improve the lives of donors, drive down the costs of treatment and improve the quality of life of cancer patients as they battle to survive."

The unanimous, three-judge panel of the court did say it remains a felony to compensate donors for undergoing an older transplant method, which extracts the marrow from the donors' bones.

But the court said the new technology isn't covered by the law because actual bone marrow isn't taken from the donor. Instead, specialized cells that grow into marrow are taken from a donor's bloodstream, and it's basically a blood donation, not an organ transplant, the court said. It noted that two-thirds of bone marrow transplants employ the newer process.

Tens of thousands of people with leukemia, lymphoma and other blood diseases are saved each year by such procedures. An estimated three thousand others die waiting for donations, which unlike simple blood donations need to be genetically compatible, making matches especially difficult for African Americans.

The decision won't become official for at least 30 days while the U.S. Department of Justice ponders what to do next. The DOJ can ask the appeals court to reconsider the decision or petition the U.S. Supreme Court to take it.

DOJ spokesman Charles Miller said the department is reviewing its options.

Advocates for paying donors said compensation will spur even more donations. Detractors argue that donor compensation will exploit the poor to undergo risky medical procedures to benefit the wealthy.

The National Marrow Donor Program, the nonprofit that provides transplants from volunteers, opposes payments.

"We were surprised and puzzled by the appellate court's decision regarding allowing compensation," said Michael Boo, the program's chief strategy officer. "The National Marrow Donor Program is studying the decision and assessing the impact. We do not anticipate the ruling will change the NMDP's current policies and practices."

The ruling overturns a lower court decision barring compensation for all bone marrow donations.

At the heart of the court's ruling, which is sure to ignite renewed debate over paying medical donors, are two processes for transplanting bone marrow into patients suffering from diseases of the blood.

The first and older one is known as "aspiration" and requires the donor to endure painful and risky procedures that require hospitalization and anesthesia. Long, thick needles are inserted into the cavities of the donor's hip bones to suck out the bone marrow. The court said that process was still covered by the National Organ Transplant Act, which explicitly prohibits paying donors for their bone marrow.

"The point of the ban on selling organs is to protect people from ignoring the medical risk for money," said Arthur Caplan, a bioethicist with the University of Pennsylvania. Caplan said the ruling Thursday may unintentionally support campaigns to pay donors in other medical fields such as compensating women for their eggs.

The newer procedure, which the court ruled exempt from the act, was developed about 20 years ago and involves harvesting cells from the bloodstream rather than in bone. Called "apheresis," the procedure requires the donor to undergo five days of drug injections to stimulate production of specialized blood cells. Then the donor sits in a recliner for several hours while the blood is filtered through a machine that extracts the specialized cells.

"Congress could not have had an intent to address the apheresis method when it passed the statute, because the method did not exist at that time," Judge Andrew Kleinfeld wrote for the court. "We construe 'bone marrow' to mean the soft, fatty substance in bone cavities, as opposed to blood, which means the red liquid that flows through the blood vessels."

Kleinfeld said it may be time to apply a new label to the process.

"It may be that 'bone marrow transplant' is an anachronism that will soon fade away, as peripheral blood stem cell apheresis replaces aspiration as the transplant technique, much as 'dial the phone' is fading away now that telephones do not have dials," Kleinfeld wrote.

Astronomers Discover 18 Huge New Alien Planets (SPACE.com)

Astronomers have found 18 new alien planets, all of them Jupiter-size gas giants that circle stars bigger than our sun, a new study reports.

The discoveries increase the number of known planets orbiting massive stars by 50 percent. The exoplanet bounty should also help astronomers better understand how giant planets form and grow in nascent alien solar systems, researchers said.

The haul comes just a few months after a different team of researchers announced the discovery of 50 newfound alien worlds, including one rocky planet that could be a good candidate for life. The list of known alien planets is now well over 700 and climbing fast.

Staring at 'retired' stars

The researchers surveyed about 300 stars using the Keck Observatory in Hawaii and instruments in Texas and Arizona. They focused on so-called "retired" type A stars that are at least 1.5 times more massive than our own sun.

These stars are just beyond the main stage of life ? hence the name "retired" ? and are now ballooning out to become what's known as subgiant stars.

The team scrutinized these stars, looking for slight wobbles caused by the gravitational tug of orbiting planets. This process revealed 18 new alien worlds, all of them with masses similar to Jupiter's. All 18 planets also orbit relatively far from their stars, at a distance of at least 0.7 times the span from Earth to the sun (about 93 million miles, or 150 million kilometers). [Gallery: The Strangest Alien Planets]

Planet-formation theories

In addition to boosting the ever-growing alien planet tally, the new finds lend support to one of two theories that attempt to explain the formation and evolution of planets, researchers said.

This theory, called core accretion, posits that planets grow as gas and dust glom onto seed particles in a protoplanetary disk. Core accretion predicts that the characteristics of a planetary system ? the number and size of planets, for example ? depend strongly on the mass of the star.

The main competing theory, called gravitational collapse, holds that planets form when big clouds of gas and dust in the disk spontaneously collapse into clumps that become planets. According to this idea, stellar mass should have little impact on planet size, number and other characteristics.

As the exoplanet finds pile up, it seems that stellar mass does in fact play an important role. The 18 huge newfound alien worlds, which all orbit massive stars, add more evidence in support of core accretion, researchers said.

"It's nice to see all these converging lines of evidence pointing toward one class of formation mechanisms," study lead author John Johnson, of Caltech in Pasadena, said in a statement.

Johnson and his colleagues reported their results in the December issue of the Astrophysical Journal Supplement Series.

Stock market closes out its best week since 2009?

By msnbc.com news services

NEW YORK ? An early rally fizzled on the stock market Friday but still left the Standard & Poor's 500 index up 7.4 percent for the week, its biggest gain since March 2009.

A surprise drop in the U.S. unemployment rate sent stocks higher in early trading, but the gains faded during the afternoon.

The Dow Jones industrial average dropped 0.61 of a point to close at 12,019.42. The Dow ended the week up 7 percent, the largest weekly gain since July 2009.

Bank stocks rose sharply, continuing a weeklong rally. JPMorgan Chase & Co. jumped 6.1 percent, the most among the 30 stocks in the Dow average. Morgan Stanley leapt 6.9 percent, the second-biggest gain of any stock in the S&P 500 index.

European stock indexes and the euro rose after German Chancellor Angela Merkel made a speech pushing for tighter rules on government spending. Merkel said the 17 countries that use the euro must quickly restore market confidence by making financial controls stricter.

Bond yields for Spain and Italy fell, a sign that investors are becoming more confident in the ability of those countries to pay their debt. France's CAC-40 and Britain's FT-SE each rose 1.1 percent.

Markets could be in for more volatility next week as European leaders prepare for a summit to propose new measures for containing the crisis.

The Labor Department reported before the market opened that the unemployment rate fell to 8.6 percent last month, the lowest level in 2? years. Economists had expected the rate to stay at 9 percent. But a key reason the unemployment rate fell so much was that more than 300,000 people gave up looking for work and were no longer counted as unemployed.

The Nasdaq composite index inched up 0.73 to 2,626.93. The Standard & Poor's 500 index fell 0.31 of a point to 1,244.28. The S&P surged 7.4 percent over the week, the most since March 2009.

Decisive steps by world leaders to right Europe's teetering economy sent stocks soaring on Wednesday. The Dow jumped 490 points, its biggest gain since March 2009 and its seventh-largest one-day point gain in history. The weekly point gain of 787 in the Dow was the second-biggest in its history, following a 946-point gain in October 2008.

"This market has been gripped with fear for a long time," said Peter Cardillo, chief market economist at Rockwell Global Capital. "And I think some of these fear factors are beginning to dissipate."

This week's strong stock performance is partially a reflection of the market's increased volatility since August, when concerns that Europe's debt was spinning out of control made dramatic stock price swings the norm. On Monday the S&P 500 broke a 7-day slide that had taken the index down 7.9 percent.

The improvements in the U.S. job market are "another illustration that the US economy is, for now at least, shrugging off the global economic downturn and fears about the collapse of the euro-zone," Capital Economics Chief U.S. Economist Paul Ashworth said in a note to clients.

Merkel and French President Nicolas Sarkozy will meet Monday to discuss changes to European Union treaties. The talks will culminate in a Dec. 9 summit of EU leaders, where the proposals are expected to be debated and detailed. Analysts say stricter controls on spending could encourage the European Central Bank to offer more short-term help for governments struggling with their debts.

If the European Central Bank takes a larger role in buying government debt, "it will certainly be a relief to markets," Cardillo said, "and maybe even mean Europe avoids falling into a deep recession. Not that it's going to cure all the problems of Europe."

In corporate news:

  • Western Digital Corp. soared 7.5 percent, the most in the S&P. The data storage provider raised its revenue estimate for the current quarter and said that recovery efforts at its facility in Thailand following massive flooding there were proceeding faster than had been expected.
  • Big Lots Inc. slumped 8.7 percent, after the retailer reported a 76 percent plunge in income because of lower margins and a loss related to a newly acquired Canadian business. The company buys overstocked items including food and housewares and sells them at a discount.
  • H&R Block Inc. fell 6.4 percent. The country's largest tax-preparation company reported a wider quarterly loss late Thursday. H&R Block also said there was a jump in claims tied to bad loans made by its former subprime mortgage unit.

The Associated Press contributed to this report.?

A Hong Kong design student (omg!)

A Hong Kong design student said on Friday he was overwhelmed and felt "unreal" after his sombre logo in tribute to Apple founder Steve Jobs caused a worldwide Internet sensation.

The design, featuring Jobs's silhouette incorporated into the bite of a white Apple logo on a black background, has gone viral on the Internet since news of his death.

"I feel so unreal," Jonathan Mak, a second year graphic design student at Hong Kong Polytechnic University, told AFP, after he was inundated with tens of thousands of emails and messages on his Twitter account.

"You don't get to 180 thousands notes without feeling slightly insane," the 19-year-old posted on another microblogging site Tumblr Friday, referring to the messages he has received.

Mak said newspapers in the United States and Germany have contacted him about buying the copyright to use his logo and had received job offers.

"I am flattered by the attention but I would like to focus on my study before taking on any full-time job," said the bespectacled student, adding that he was trying to cope with his new-found fame.

"I'm quite busy now actually as I'm trying to finish a school project."

When asked about whether he would be targeting commercial opportunities, Mak said he was considering contacting Apple on copyright issues because his design is based on Apple's own logo.

Some merchandisers have reportedly used his logo for commemorative memorabilia for Jobs such as t-shirts and caps that are being sold on the Internet.

"I will consider using any proceeds I make from the copyright for cancer research, as suggested by some people to me on the Internet," he said. Jobs died at 56 of pancreatic cancer.

Mak said he first came up with the design after Jobs announced his resignation in late August, but the logo received little attention at the time.

The teenager said the Apple founder had inspired him in his design.

"He was a minimalist, which is the way I would like to emphasise in my design -- fewer elements but a powerful message."

"Steve Jobs strongly believed in his own ideas and continued with his beliefs no matter how people criticised him. He was courageous," said Mak.
