Kelly Clarkson Holds Free Concerts for Microsoft

Singer Kelly Clarkson has paired up with Microsoft to promote their store openings offering to perform free concerts to bring customers in.

The ?American Idol? alum was at the Fashion Mall at Keystone in Indianapolis on Saturday night, where fans lined up for hours to get free tickets.

Clarkson's free outdoor concert in Troy, Mich., on Friday was unfortunately canceled after she performed five songs, due to a downpour.

Kelly tried to tough it out, saying ?I?ll stand out here in the rain with you! Well, at least we?re not sweating,? but then had to exit the stage when the conditions became unsafe. Five minutes later, an official told the crowd the event was canceled.

Debt Ceiling improved his career to a perfect 3-for-3 by taking the $111,400 Bashford Manor Stakes at Churchill Downs in a commanding fashion June 29.

The Kentucky-bred son of Discreet Cat Top Marks, by Marquetry, is trained by John Robb, who celebrated his first win at Churchill. The 2-year-old colt is owned by Tim O'Donohue and was bred by Brandywine Farm. Heavy rain and lightning delayed the start of the six-furlong Bashford Manor, the year's first open stakes for 2-year-olds, for approximately 14 minutes. Horses circled the paddock until the severe weather pass through the area. Seven horses went to the post on a soupy main track. While the initial break was good, Sandbar, with the spring meet's leading rider Shaun Bridgmohan aboard, stumbled about two jumps out of the gate and was out of contention. My Corinthian grabbed the early lead and took the field through a blistering :20.93 opening quarter-mile and a half-mile in :44.57. Hollywood Talent stalked the leader while Debt Ceiling fell back to a couple of lengths off the leaders down the backstretch. Approaching the turn, jockey Eric Camacho hit the accelerator and Debt Ceiling roared passed the frontrunners, taking what would be an uncontested and widening lead. Debt Ceiling ran five furlongs in :56.79 to open up by six lengths and stopped the timer at 1:10.66. He won by 2 3/4 lengths. "We've always known this horse has had talent," Camacho said. "The plan today was to let the two speed horses (My Corinthian and Hollywood Talent) go and sit off them. So I just sat back and took my time. When it was time to go, he told me when to go. I passed them so fast. I was a little worried that I moved too early, but I had so much horse that when it was time to go I had to go." Hollywood Talent , with John Velazquez, wore down My Corinthian, ridden by Luis Garcia, in deep stretch and took second by 2 1/2 lengths. Runkle, D'cajun Cat, Gun Roar, and Sandbar rounded out the order of finish. O'Donohue described the win as priceless. "This is my second stakes horse, but I have a feeling this is going to be the best horse I've ever owned, said the 50 year old businessman from Parkland, Fla. He has owned racehorses for 30 years. Debt Ceiling paid $12.40, $5.40, and $4.20 as the third choice in the field of seven juveniles. Hollywood Talent paid $4 and $3.20, while My Corinthian paid $5.20. The $2 exacta paid $48.80, and the $2 trifecta paid $80.75. Only Debt Ceiling had stakes experience heading into the Bashford Manor. The colt broke his maiden by 4 1/2 lengths March 30 at Laurel Park, then won the Rollicking Stakes by 2 1/2 lengths May 18. Camacho has ridden him both times. "The first race, I didn't expect him to win," said Robb, who is based in Maryland. "He did it on raw talent. The last two races, we went in feeling very confident. There were really no other races on the East Coast for him. This was the closest around and I'm glad we came." Robb said he expects to ship Debt Ceiling to Saratoga Race Course for his next start.

Russia's Putin signs anti-gay measures into law

MOSCOW (AP) ? Russian President Vladimir Putin has signed into law a measure that stigmatizes gay people and bans giving children any information about homosexuality.

The lower house of Russia's parliament unanimously passed the Kremlin-backed bill on June 11 and the upper house approved it last week.

The ban on "propaganda of nontraditional sexual relations" is part of an effort to promote traditional Russian values over Western liberalism, which the Kremlin and the Russian Orthodox Church see as corrupting Russian youth and contributing to the protests against Putin's rule.

Hefty fines can now be imposed on those who provide information about the lesbian, gay, bisexual and transgender community to minors or hold gay pride rallies.

The Kremlin announced Sunday that Putin has signed the legislation into law.

In what the developers are claiming is an "honest mistake," a number included in Naughty Dog and Sony's acclaimed zombie game "The Last of Us" lead players to a phone sex hotline.

Despite releasing one of the highest-rated video games ever made, developer Naughty Dog can't seem to catch a break for "The Last of Us." Already accused by actress Ellen Page and a Boston transit cartographer for borrowing some of their respective work without permission, this week the video game developer found itself in hot water once again for another hiccup in "The Last of Us": apparently, a phone number that players saw in the game advertising for pest control actually dialed up a real-world phone sex service.

I tested out the "quality pest control" number from "The Last of Us" on Friday and was met with a sultry female voice promising me that "we're smooth, wet, and ready for you right now!"

Naughty Dog didn't respond to a request for comment, but Sony provided NBC News with a statement explaining that the connection with a phone sex service was a mistake that will be rectified with a patch to be released Saturday:

We included some random phone numbers in the game starting with 555, which is a common practice in North American television shows, films and video games, as they are fictitious numbers. It has come to light that for certain 555 phone numbers that begin with an 800 area code, the same does not apply, so we are now creating a patch to address this issue, which we plan on deploying today.

Neil Druckmann, the game's creative director, told the video game site Kotaku that including the sex line in the game "was an artist's mistake" and was not intended as any sort of prank or Easter egg for players.

"What happened was, they put some phone numbers in the game and then they thought they could just change the area code to 555, then it's invalid because it's what they do in movies," Druckmann told Kotaku's Kirk Hamilton. "But I guess that doesn't work when you have a 1-800 in front of it.

"We're now working to take it out," Druckmann said. "It was just an honest mistake."

Earlier this week, Druckmann took to Twitter to stand behind the work of Ashley Johnson, who did the voice-over and motion-capture work for Ellie in the game, after Ellen Page suggested that Naughty Dog had unfairly "ripped off" her likeness for the zombie story.

release, via the Internet, of the second set of data and analyses

from the 2011 National Household Survey (NHS).?

Today's release?focuses on education, labour, place of work, commuting to work,

mobility and migration, and language of work.

These data and analyses can be accessed through a variety of gateways:

Economists Have A One-Page Solution To Climate Change

Climate change seems like this complicated problem with a million pieces. But Henry Jacoby, an economist at MIT's business school, says there's really just one thing you need to do to solve the problem: Tax carbon emissions.

"If you let the economists write the legislation," Jacoby says, "it could be quite simple." He says he could fit the whole bill on one page.

Basically, Jacoby would tax fossil fuels in proportion to the amount of carbon they release. That would make coal, oil and natural gas more expensive. That's it; that's the whole plan.

Jacoby's colleague John Reilly told me the price of gasoline might rise by 25 cents a gallon in the first year. Over time, that would increase. By 2050, Reilly figures the carbon tax would add about $1 to the price of every gallon. Across the economy, prices of energy-intensive goods and services would rise. This would encourage people and businesses to be more efficient.

This is why economists love a carbon tax: One change to the tax code and the entire economy shifts to reduce carbon emissions. No complicated regulations. No rules for what kind of gas mileage cars have to get or what specific fraction of electricity has to come from wind or solar or renewables. That's by and large the way we do it now.

Reilly says the current web of rules is a more complicated and more expensive way of getting the same outcome as a carbon tax. The current system "pretty much is one of the worst ways we could do it," he says.

As with any fix for climate change, a carbon tax would hit some people harder than others. People with long commutes would pay more. People who work in coal mines could lose their jobs.

But here is where Reilly brings up what is perhaps the most surprising thing about a carbon tax: If you do it right, he says, carbon tax can be nearly painless for the economy as a whole.

Besides reducing carbon emissions, a carbon tax brings in a bunch of money ? it's a tax after all. So, Reilly says, you can reduce, say, income tax to balance out the new taxes people are paying for carbon emissions. People pay more for gas, but they get to keep more of their income.

I called around and talked to a bunch of economists about this, and they said the basic idea was sound: If you give the carbon-tax money back by cutting income taxes, you can probably offset a lot of the pain.

President Obama has indicated he would support a market-based solution to climate change. But a carbon tax would of course require an act of Congress. And right now, that seems unlikely.

Protein is involved with colon cancer cell's ability to invade other cells

June 27, 2013 ? Understanding how the protein km23-1 enables in the spread of colon cancer may lead to new treatments for the disease, according to researchers at Penn State College of Medicine.

Previous research shows that km23-1 is involved in the movement of cancer cells and in the control of specific proteins at the leading edge of moving cells. Kathleen Mulder, professor of biochemistry and molecular biology, who discovered the protein, now says km23-1 is used in the cancer cell's ability to move out of a tumor in the early stages ofinvasion.

"km23-1 may be able to help in this process due to its role in the assembly of large groups of proteins favorable to cancer invasion," Mulder said.

Colorectal cancer is the third most common cancer in the United States. Tumors spreading to other parts of the body are the greatest threat to a patient's survival.

The researchers limited the amount of km23-1 available in the cells they studied, which allowed them to see how it affects cell behavior. A reduction in km23-1 caused a decrease in the production of transforming growth factor beta (TGF-beta). In healthy cells, TGF-beta helps prevent cancer growth. However, in cancer cells, the protein actually aids in the spread of tumors. Limiting km23-1 also blocks the activity of proteins previously shown to lead to TGF-beta production. Researchers reported their results in PLOS One.

The researchers also find that cells with less km23-1 have reduced amounts of a protein that forms a framework structure associated with the spread of cancer. This scaffolding holds together key factors that help the cancer cells move and invade to form secondary tumors.

Mulder and colleagues say that by decreasing km23-1, colon cancer cells do not spread as much. This also affects several proteins known to make a cancer cell invasive, demonstrating that km23-1 is an important potential target for cancer therapies.

The researchers also looked at another protein that influences cell survival, migration and invasion, called ERK, which has higher activity in cancer cells. Lowering the levels of km23-1, reduced ERK activation. Decreased ERK activity relates to the production of TGF-beta and cell movement.

"If we can block km23-1, we can stop the spread of colon cancer earlier," Mulder said. "But we would also affect other important functions of the protein. In order to address this issue, we are now trying to find the specific partners of km23-1 that contribute to the invasion of the cancer cells. Then we can design more precise therapeutic agents that target critical regions of km23-1 rather than eliminating the entire protein."

Researchers used a cell model that represents a unique class of colon cancer that needs further study. This model features cells that move as groups, and not singularly.

"The type of cell movement, or migration, has important implications with respect to the detection of tumor cells in the blood of cancer patients, as well as for the development of new treatments," Mulder said.

Other researchers are Qunyan Jin, Guangming Liu, and Phillip P. Domeier of the Department of Biochemistry and Molecular Biology; and Wei Ding, Department of Pediatrics.

The National Institutes of Health and, in part, a Pennsylvania Department of Health CURE grant supported this study.

One option is to get some TV time in, and Sky's got a few updates to share that might tempt you in front of a screen on dreary afternoons. At some point this summer, shows from Fox, Universal and SyFy will be available on Sky's On Demand service, as well as content from Disney if you're signed up for the Entertainment Extra package. Mobile apps will be getting a makeover, with "enhanced navigation" and a new design including bigger thumbnails when cruising through the VOD library. The Sky Go Xbox 360 app will also be updated to bring it in line with Microsoft's UI style. Four-year hacking spree in South Korea blamed on 'Dark Seoul Gang'

BOSTON (Reuters) - Researchers with U.S. security software maker Symantec Corp say they have uncovered digital evidence that links cyber attacks on South Korea dating back four years to a single hacking group dubbed the "Dark Seoul Gang."

Eric Chien, technical director with Symantec Security Response, said late on Wednesday that his firm made the connection while reviewing malicious software code used to launch attacks that disrupted some South Korean government websites earlier in the week.

He said that the evidence did not uncover the identity of the gang members.

North Korea has been blamed for previous cyber attacks on South Korean banks and government networks, although Pyongyang denies responsibility and has said it has also been a victim.

Symantec researchers found chunks of code that were identical to code in malicious programs used in four previous significant attacks, the first of which happened on July 4, 2009, according to Chien.

"We know that they are one gang," he said. "It is extremely well coordinated."

He estimates that the group has between 10 and 50 members, based on the sophistication of the code and the complexity of their attacks.

The July 4, 2009, attack wiped data on PCs and also launched distributed denial of service attacks that disrupted websites in South Korea as well as the United States.

In March of this year, the gang knocked tens of thousands of PCs off line at South Korean companies by destroying data on their hard drives, Chien said. It was one of the most destructive cyber attacks on private computer networks to date.

A hacking attack on Tuesday, the anniversary of the start of the Korean War in 1950, brought down the main websites of South Korea's presidential office and some local newspapers, prompting cybersecurity officials to raise the alert.

The Russian government is considering a set of amendments to the Criminal Code that establish preventive measures against Ponzi schemes, including jail terms for active participants.

The amendments have been drafted by the Finance Ministry and were submitted to the government at the end of last week, Business daily Kommersant reported, claiming its journalists received the full text of the draft.

The document suggests that the Criminal Code is amended with a separate article called ?Illegal activity to obtain monetary funds?. Under this article organizers of Ponzi schemes and their active participants (those who attracted over 1.5 million roubles ($46,000)) could face up to seven years in prison. Other participants in the scam and people who promote it could be fined up to 15,000 roubles ($460).

The bill defines a Ponzi scheme (that are called ?financial pyramids? in Russian) as ?activities to attract monetary funds or other assets from physical persons with repayment of income from earlier attracted funds in cases when organizers are not engaged in investment or any other legal business?.? It also reads that such activity poses a great threat to social stability in the country.

So far, only Russia?s major law enforcement agency ? the Investigative Committee ? has voiced an objection to the bill saying that it contradicts the current Civil Code that reads that there can be no restrictions for attracting citizens? means in the form of loans.

Usually Ponzi scheme organizers are charged with fraud, but this could only happen after the scheme crashes and the cheated investors can act as an aggrieved party in court. The new bill allows for preventive measures.

According to law enforcers over 400,000 Russians have been duped by Ponzi schemes since 2008 and the combined losses amount to over 40 billion roubles ($1.25 billion) . The situation was even more dire in the 1990s ? back then just one swindler Sergey Mavrodi? managed to defraud 1.5 million people. Mavrodi was put on trial and after a period on the run was put in prison and served a four-and-a-half year term.

He attempted to get back into Ponzi schemes in 2011 and 2012 and this prompted Russian authorities to order a special law preventing such activities.

Currently Mavrodi is again on trial over large-scale fraud, and faces up to 10 years in prison and a fine of up to 1 million roubles (over $31,000).

Retailers weigh in on Sony Xperia Z Ultra

Phones 4u confirms plans to stock device in the UK, Amazon.de pre-order pricing appears

Following yesterday's global announcement, we're starting to hear details of retailers' plans for Sony's latest smartphone/tablet hybrid, the Xperia Z Ultra. The 6.44-inch beast will be offered through Phones 4u, the retailer has confirmed, making P4u the second major UK player to hop aboard Sony the Z Ultra train. Yesterday Three UK said it'd carry  the device upon release.

Meanwhile the first SIM-free prices are starting to emerge, and Amazon Germany is listing the device for pre-order at €679 (£575, $884). An eye-watering European pre-order price isn't entirely unexpected considering the phone's laundry list of high-end specs. The Ultra includes Qualcomm's latest Snapdragon 800 chip, a new "Triluminos" 1080p display from Sony, waterproof and dust-resistant credentials and a glass-backed chassis. A €679 or £575 launch-day price would put Sony's latest on equal footing with the Samsung Galaxy S4, which launched at £579.99 in the UK.

UFC bantamweight Miesha Tate is joining the ranks of MMA fighters who have posed nude in ESPN the Magazine's Body Issue. The magazine announced today that Tate will appear in the yearly issue that shows off athletes' bodies. It will hit newsstands on July 12.

Tate's opposing coach on the upcoming season of "The Ultimate Fighter," UFC women's bantamweight champion Ronda Rousey, was on last season's cover. Both women appearing in the magazine will give them one more thing to trash talk about as they film the TUF that will air in September.

UFC president Dana White said the filming is filled with their squabbles every day.

Boost for cars or bust? Ethanol debate heats up

WASHINGTON (AP) ? It's a dilemma for drivers: Do they choose a gasoline that's cheaper and cleaner even if, as opponents say, it could damage older cars and motorcycles?

That's the peril and promise of a high-ethanol blend of gasoline known as E15. The fuel contains 15 percent ethanol, well above the current 10 percent norm sold at most U.S. gas stations.

The higher ethanol blend is currently sold in just fewer than two dozen stations in the Midwest, but could spread to other regions as the Obama administration considers whether to require more ethanol in gasoline.

As a result, there's a feverish lobbying campaign by both oil and ethanol interests that has spread from Congress to the White House and the Supreme Court.

On Monday, the Supreme Court rejected a challenge by the American Petroleum Institute, the oil industry's chief lobbying group, to block sales of E15. The justices left in place a federal appeals court ruling that dismissed challenges by the oil industry group and trade associations representing food producers, restaurants and others.

Tom Buis, CEO of Growth Energy, an ethanol industry group, hailed the decision as victory for U.S. consumer, who will now have greater choice at the pump.

"Now that the final word has been issued, I hope that oil companies will begin to work with biofuel producers to help bring new blends into the marketplace that allow for consumer choice and savings," Buis said.

The API had argued that E15 was dangerous for older cars.

Putting fuel with up to 15 percent ethanol into older cars and trucks "could leave millions of consumers with broken down cars and high repair bills," said Bob Greco, a senior API official who has met with the White House on ethanol issues.

The ethanol industry counters that there have been no documented cases of engine breakdowns caused by the high-ethanol blend since limited sales of E15 began last year.

"This is another example of oil companies unnecessarily scaring people, and it's just flat-out wrong," said Bob Dinneen, president of the Renewable Fuels Association, an ethanol industry group.

The dispute over E15 is the latest flashpoint in a long-standing battle over the Renewable Fuel Standard, approved by Congress in 2005 and amended in 2007. The law requires refiners to blend increasing amounts of ethanol into gasoline each year as a way to decrease reliance on fossil fuels and lower greenhouse gas emissions that contribute to global warming.

The Environmental Protection Agency has proposed a 16.5 billion-gallon production requirement for ethanol and other gasoline alternatives this year, up from 15.2 billion gallons last year. By 2022, the law calls for more than double that amount.

Biofuel advocates and supporters in Congress say the law has helped create more than 400,000 jobs, revitalized rural economies and helped lower foreign oil imports by more than 30 percent while reducing emissions of carbon dioxide and other greenhouse gases.

But the oil industry, refiners and some environmental groups say the standard imposes an unnecessary economic burden on consumers. Using automotive fuel that comes from corn also has significant consequences for agriculture, putting upward pressure on food prices, critics say.

"The ever increasing ethanol mandate has become unsustainable, causing a looming crisis for gasoline consumers," said the API's Greco. "We're at the point where refiners are being pressured to put unsafe levels of ethanol in gasoline, which could damage vehicles, harm consumers and wreak havoc on our economy."

Along with the E15 court case, the API and refiners have swarmed Capitol Hill and the White House to try to have the current mandate waived or repealed.

Charles Drevna, president of the American Fuel & Petrochemical Manufacturers, which represents refineries, accused the EPA of putting politics ahead of science.

An EPA official told Congress earlier this month that the agency does not require use of E15, but believes it is safe for cars built since 2001.

"The government is not saying 'go ahead' " and put E15 in all cars, said Christopher Grundler, of the EPA's director of the office of transportation and air quality. "The government is saying this is legal fuel to sell if the market demands it and there are people who wish to sell it."

Ethanol supporters say E15 is cheaper than conventional gasoline and offers similar mileage to E10, the version that is sold in most U.S. stations.

Scott Zaremba, who owns a chain of gas stations in Kansas, scoffs at claims that E15 would damage older cars. "In the real world I've had zero problems" with engine breakdowns, said Zaremba, whose station in Lawrence, Kan., was the first in the nation to offer E15 last year.

But Zaremba said he had to stop selling the fuel this spring after his gasoline supplier, Phillips 66, told him he could no longer sell the E15 fuel from his regular black fuel hoses. The company said the aim was to distinguish E15 from other gasoline with less ethanol, but Zaremba said the real goal was to discourage use of E15. New pumps cost more than $100,000.

The American Automobile Association, for now, sides with the oil industry. The motoring club says the government should halt sales of E15 until additional testing allows ethanol producers and automakers to agree on which vehicles can safely use E15 while ensuring that consumers are adequately informed of risks.

A spokeswoman for the Alliance of Automobile Manufacturers, which represents 12 major car makers, said E15 gas is more corrosive and the EPA approved it before it could be fully tested.

Older cars were "never designed to use E15," spokeswoman Gloria Bergquist said. Use of the fuel over time could create significant engine problems, she said.

The API cites engine problems discovered during a study it commissioned last year, but the Energy Department called the research flawed and said it included engines with known durability issues.

For now, E15 remains a regional anomaly. About 20 stations currently offer the fuel in Illinois, Iowa, Kansas, Nebraska, South Dakota and Wisconsin.

Snowden not on flight to Cuba, whereabouts unclear

MOSCOW (AP) ? Confusion over the whereabouts of National Security Agency leaker Edward Snowden grew on Monday after a plane took off from Moscow for Cuba with an empty seat booked in his name.

In a live TV press conference, the founder of the WikiLeaks secret-spilling organization, Julian Assange, insisted he couldn't go into details about where Snowden is, but said that he was safe.

Snowden has applied for asylum in Ecuador, Iceland and possibly other countries, he said.

An Aeroflot representative who wouldn't give her name told The Associated Press that Snowden wasn't on flight SU150 to Havana, which was filled with journalists trying to track him down. AP reporters on the flight couldn't see him either.

Security around the aircraft was heavy prior to boarding and guards tried to prevent the scrum of photographers and cameramen from taking pictures of the plane, heightening the speculation that he might have been secretly escorted on board.

The Interfax news agency, which has extensive contacts with Russian security agencies, cited a source as saying that Snowden could have flown out in a different plane unseen by journalists.

Others speculated that Russian security agencies might want to keep Snowden in Russia for a more thorough debriefing.

Snowden has not been seen since he arrived in Moscow on Sunday from Hong Kong, where he had been hiding for several weeks to evade U.S. justice and left to dodge efforts to extradite him.

After spending a night in Moscow's Sheremetyevo Airport, he had been expected to fly to Cuba and Venezuela en route to possible asylum in Ecuador.

Interfax quoted an unidentified "well-informed source" in Moscow saying that Russia has received a U.S. request to extradite Snowden and responded by saying it will consider it. But the same source said that Russia can't detain and extradite Snowden since he hasn't crossed the Russian border.

Justice Department officials in Washington did not immediately respond to an email seeking comment.

Experts said it was likely that the Russians were questioning Snowden, interested in what he knew about U.S. electronic espionage against Moscow.

"If Russian special services hadn't shown interest in Snowden, they would have been utterly unprofessional," Igor Korotchenko, a former colonel in Russia's top military command turned security analyst, said on state Rossiya 24 television.

U.S. Secretary of State John Kerry said Monday that it would be "deeply troubling" if Russia or Hong Kong had notice of Snowden's plans and that it would affect their relations with the United States.

The controversy over Snowden could further hurt U.S.-Russian relations, already strained over arguments about Syria and a ban on U.S. adoptions of Russian children.

The Kremlin has previously said that Russia would be ready to consider Snowden's request for asylum.

Aeroflot said earlier that Snowden had registered for the flight using his American passport, which the United States recently annulled.

Ecuador's Foreign Minister Ricardo Patino said his government had received an asylum request, adding Monday that the decision "has to do with freedom of expression and with the security of citizens around the world." The anti-secrecy group WikiLeaks also said it would help Snowden.

Ecuador has rejected the United States' previous efforts at cooperation, and has been helping Assange avoid prosecution by allowing him to stay at its embassy in London.

But Assange's comments that Snowden had applied in multiple places opened other possibilities of where he might try to go.

WikiLeaks has said it is providing legal help to Snowden at his request and that he was being escorted by diplomats and legal advisors from the group.

Icelandic officials have confirmed receiving an informal request for asylum conveyed by WikiLeaks, which has strong links to the tiny North Atlantic nation. But authorities there have insisted that Snowden must be on Icelandic soil before lodging a formal request.

Snowden gave documents to The Guardian and The Washington Post newspapers disclosing U.S. surveillance programs that collect vast amounts of phone records and online data in the name of foreign intelligence, often sweeping up information on American citizens.

Officials have the ability to collect phone and Internet information broadly but need a warrant to examine specific cases where they believe terrorism is involved.

Snowden had been in hiding for several weeks in Hong Kong, a former British colony with a high degree of autonomy from mainland China. The United States formally sought Snowden's extradition from Hong Kong to face espionage charges but was rebuffed; Hong Kong officials said the U.S. request did not fully comply with their laws.

The Justice Department rejected that claim, saying its request met all of the requirements of the extradition treaty between the U.S. and Hong Kong.

During conversations last week, including a phone call Wednesday between Attorney General Eric Holder and Hong Kong Secretary for Justice Rimsky Yuen, Hong Kong officials never raised any issues regarding sufficiency of the U.S. request, a Justice representative said.

The United States was in touch through diplomatic and law enforcement channels with countries that Snowden could travel through or to, reminding them that Snowden is wanted on criminal charges and reiterating Washington's position that Snowden should only be permitted to travel back to the U.S., a State Department official said.

U.S. officials spoke on condition of anonymity because they were not authorized to publicly discuss the case.

Caitlin Hayden, a spokeswoman for the National Security Council, said, "Given our intensified cooperation after the Boston marathon bombings and our history of working with Russia on law enforcement matters ? including returning numerous high-level criminals back to Russia at the request of the Russian government ? we expect the Russian government to look at all options available to expel Mr. Snowden back to the U.S. to face justice for the crimes with which he is charged."

Still, the United States is likely to have problems interrupting Snowden's passage. The United States does not have an extradition treaty with Russia, but does with Cuba, Venezuela and Ecuador. Even with an extradition agreement though, any country could give Snowden a political exemption.

It also wasn't clear Snowden was finished disclosing highly classified information.

Snowden has perhaps more than 200 sensitive documents, Sen. Dianne Feinstein, chairwoman of the Senate Intelligence Committee, said on CBS' "Face the Nation."

Snowden has asked for legal advice from former Spanish judge Baltasar Garzon, the judge's office said Monday. Garzon told The Associated Press earlier that he was considering the case but had yet to speak directly to Snowden.

"Before making any decision in this regard it is my intention to study and assess the case in depth as well as to communicate with Mr. Snowden," Monday's statement read.

Garzon is best known for indicting a totalitarian ruler, former Chilean dictator Augusto Pinochet, in 1998, and trying to put him on trial in Madrid for crimes against humanity.

But has been suspended from office in Spain for starting an investigation into killings committed during the Spanish Civil War and the early years of the Franco dictatorship.

Chinese activist warns Beijing against suppression

TAIPEI, Taiwan (AP) ? The Chinese activist who fled to America after taking refuge in the U.S. Embassy last year warned Beijing on Monday that its relentless efforts to crush opposition forces or suppress human rights will only backfire.

Chen Guangcheng said Monday he is convinced that the rapidly growing yearnings for freedoms and human rights among the Chinese will eventually "put an end to the authoritarian rule" in China. Chen spoke at a news conference in Taiwan, where he is making a two-week visit.

Chen evaded questions about his criticism last week of New York University, where he spent the last year as a special student. He alleged that NYU caved to pressure from China's Communist Party when it asked him to leave, though the school says it had never agreed to anything more than a one-year position.

On Monday, Chen accused Beijing of spending billions of dollars annually to monitor dissidents and activists and put them in jail if they refused to stop their advocacies.

"No other regimes in the world have feared or monitored their own people in such a way," Chen said.

Chen, a self-taught lawyer who has been blind since birth, had angered local Chinese officials by documenting complaints about forced abortions. He escaped house arrest in his rural town in eastern China's Shandong province in April 2012.

He sparked a diplomatic crisis between China and the United States when he fled to the U.S. Embassy in Beijing. Chinese officials later let him move to the U.S. with his wife and children.

Chen has previously criticized China's human rights record, and spoke about it before a U.S. congressional committee.

TIRANA, Albania (AP) ? One person died and two were injured Sunday in an exchange of gunfire close to a polling station in Albania, police said, as the country held crucial elections already marred by a dispute that could leave the result up in the air and the country without a government.

Both Conservative Prime Minister Sali Berisha and his close rival, Socialist leader Edi Rama, have hopes for eventual entry to the European Union, but the bloc has expressed concern over whether the country can manage to run fair and free elections.

Once one of the world's hardest-line communist countries, the impoverished country has had a rocky road to democracy, plagued by corruption and with past elections marred by violence and vote-rigging.

Police spokesman Tefik Sulejmani said that Gjon Gjoni, 53, died after being shot in an exchange of fire with Mhill Fufi, 49, a candidate for Berisha's governing Democratic Party, in the town of Lac, about 37 miles (60 kilometers) northwest of the capital Tirana. Fufi and another person were injured.

Sulejmani said the shooting started with an argument, but gave few other details. Rama postponed voting to head to Lac.

Some 3.3 million registered voters are eligible to cast their ballots in the eighth national polls since the fall of communism in 1990. Because of a battle over the country's election commission, it is uncertain when results will be announced, though the law mandates they be revealed no later than three days after the vote.

Berisha invited all Albanians to take part in the vote and turn Sunday "into a day of festivities and good understanding."

"I assure you that your vote will be fully respected," Berisha told reporters after casting his ballot.

The premier declined to comment on the killing, saying he needed more information first.

Following aggressive campaigns by both Berisha's Democrats and the Socialists, streets in the capital of Tirana were uncommonly empty, but had long queues of people at polling stations.

The country's seven-member election commission, which prepares and holds votes, is down by three people, meaning it may be unable to certify the election. If the election is not certified, it means Parliament cannot be convened and no government formed.

In April, one of Berisha's main government allies withdrew from the coalition to join forces with the opposition. He was then ousted and replaced at the election commission by Berisha's Democrats. That move drew sharp criticism from the United States and the EU, who said it would erode people's confidence in the electoral process.

Three members affiliated with the opposition withdrew in protest, leaving the commission short of the people necessary for 5-2 approval. They have said they would consider returning to the commission to certify the election once they see the results.

Albania joined NATO in 2009 but has failed to gain candidate status from the EU, which is pressing for broader democratic reforms and an improved election record.

Southwest cancels 57 flights after computer glitch

CHICAGO (AP) ? A spokeswoman says Southwest Airlines has cancelled 57 flights because of a computer glitch that grounded planes for more than two hours.

Michelle Agnew says 43 of the cancellations were flights scheduled for late Friday night in the western half of the country. The other 14 were Saturday morning flights scattered across the U.S. because crews were not able to get to airports in time to make the scheduled takeoffs.

Agnew says the computer system was back to "full capacity" early Saturday. The airline had used a slower backup system after the shutdown affecting about 250 flights.

Some flights were on the taxiway and diverted back to the terminal after the problem was detected around 8 p.m. PST Friday. Flights already in the air were unaffected.

Oracle's Ellison may be interested in second Hawaiian airline

HONOLULU (Reuters) - Billionaire Oracle CEO Larry Ellison may be interested in acquiring a second Hawaii airline after he bought most of the tropical island of Lanai last year.

Island Air, a Honolulu-based carrier with a handful of island-hopping planes that Ellison bought in February, confirmed discussions between Island and Phoenix-based Mesa Air Group, the parent company of Hawaii's interisland go! Airlines.

"We are committed to building a strong regional airline and part of that process is exploring all options including discussions with Mesa Air," Island Air Chief Executive Officer Paul Casey said in a one-sentence statement.

Honolulu's Star-Advertiser newspaper reported on Thursday that Ellison was arranging to take control of go! Airlines, citing an unnamed source familiar with the deal.

Mesa CEO Jonathan Ornstein was not immediately available for comment. A spokeswoman said the airline flies 40 flights a day in Hawaii using a fleet of five 50-seat CRJ-200 jets.

Oracle declined to comment.

Hawaii aviation historian Peter Forman said a deal for Island Air to purchase go! would not only secure more flights for Ellison's island of Lanai, but also could indicate that Ellison intends to become a player in the Hawaiian airline market.

Many industry observers have expected another airline to enter Hawaii to compete with Hawaiian Airlines for the tourist- rich interisland market. Combining go! and Island Air would give Ellison critical mass and a platform from which to compete.

"He's gaining the recognition that he is serious about becoming the second interisland airline in Hawaii. There has been a vacuum for serious competition to Hawaiian (Airlines)," Forman said.

In March 2013, Forbes Magazine listed Ellison, 68, as the world's fifth richest man, and the third richest American, with a net worth of $43 billion.

Ellison bought 98 percent of the 141-square-mile (365-square-km) island of Lanai, Hawaii's sixth-largest island, from billionaire David Murdock in June for an undisclosed price. He said he intended to turn the island into a "laboratory" for green living.

Ellison's Lanai holdings include two resorts and golf courses, a variety of commercial and residential structures, as well as vast acres of undeveloped former pineapple land. The island has roughly 3,000 residents.

Feds to get more options in vision, dental plans - Federal Times Blogs

Starting this January, federal employees and their families will have an expanded lineup of both vision and dental insurance plans to choose from, the Office of Personnel Management announced this afternoon.

The number of dental plans will increase from seven to 10, according to a news release, while the number of vision carriers will rise from three to four. The last time OPM opened up the Federal Employees Dental and Vision Insurance Program (FEDVIP) to new entrants was 2006. NH budget deal ups funds for higher ed, services

CONCORD, N.H. (AP) -- New Hampshire's Legislature will vote on a $10.7 billion, two-year state budget next week that increases funding to higher education and services for the disabled and mentally ill, but does not authorize expanding Medicaid as Democrats had hoped.

Expanding Medicaid was the last big hurdle negotiated Thursday to reach a compromise.

Gov. Maggie Hassan, a Democrat, applauded the bipartisan agreement, but said she was disappointed it did not authorize expanding Medicaid to an estimated 58,000 poor adults.

The Republican-led Senate negotiating team and Democratic-House team traded several proposals on Medicaid expansion before agreeing to establish a commission to study the impact expansion would have on the state and possible alternatives, such as using federal funding to buy private insurance for some.

States can choose to expand Medicaid as part of a key component of the federal health care overhaul, which will be fully implemented Jan. 1. If New Hampshire were to expand the program, the U.S. government would pick up the full cost for the first three years and 90 percent over the long haul. States can withdraw from covering adults at any time without penalty.

New Hampshire's Medicaid program covers low-income children, parents with nondisabled children under 18, pregnant women, senior citizens and people with disabilities. The expansion would add anyone under age 65 who earns up to 138 percent of federal poverty guidelines, which is about $15,000 for a single adult.

Legislative leaders could call a special session to vote to authorize expansion after the commission files its report, but the Senate would not agree to a firm date as the House wanted. Hassan also could call lawmakers into special session ? a move she indicated might be needed to ensure New Hampshire starts the program Jan. 1 to begin capturing the estimated $2.5 billion in federal funding the state would get over seven years.

"While I believe we could move forward now with accepting the $2.5 billion in federal funds for Medicaid expansion, I respect the Senate's desire to study a New Hampshire-specific model and appreciate its willingness to do so in a timely way," Hassan said in a statement. "I am confident that once members of the Legislature see the results of the study, they will want to move forward as quickly as possible through a special session."

The House and Senate largely had agreed on spending priorities entering negotiations. The compromise budget increases funding for higher education and services for the mentally ill and disabled. Negotiating teams agreed to ease cuts after learning their proposed reductions for the Veterans Home would force residents to pay for their own incontinence supplies. Both teams also agreed to pay for new union contracts negotiated with state workers and add back spending cut at the state revenue department and attorney general's office.

To help pay for the spending, they also agreed to require the Department of Health and Human Services to cut $7 million out of its budget and the governor to cut $25 million in staff and benefits with $10 million coming from state-tax supported workers. Senate Finance Chairman Chuck Morse, R-Salem, said layoffs could be avoided depending on how well Hassan went about getting the required savings.

The Senate had insisted on no tax increases and rejected a 20-cent cigarette tax increase and a delay in implementing tax breaks for businesses, both proposed by the House and governor.

In the end, the two sides agreed to raise some revenue estimates and to increase the tax rate applied to smokeless and similar tobacco products. The agreement also lets an automatic 10 cent increase in the cigarette tax take effect, but not the additional 20 cents or delay in business credits the House and Hassan proposed. The House also agreed to drop an increase in the gas and diesel tax to pay for highway improvements. The House earlier had killed a Senate casino bill that earmarked some revenue to road work. The budget includes a gambling study focusing on regulations needed if a casino was to be approved.

The House also agreed to a Senate proposal to fund four new charter schools.
