2 police officers shot dead in Santa Cruz, Calif.

SANTA CRUZ, Calif. (AP) ? Two police detectives were shot and killed while investigating a sexual assault complaint, and a suspect was also fatally shot after a brief chase, authorities said.

The veteran officers, one male and one female, were shot around 3:30 p.m. as they went to a suspect's home to follow up on the case. Their deaths were confirmed by Santa Cruz County Sheriff Phil Wowak.

A suspect was shot and killed a short time later while authorities were pursuing the gunman, the sheriff's office said.

After the officers were shot, nearby residents received an automatic police call warning them to stay locked inside. About half an hour later, more than a dozen semi-automatic shots echoed down the streets in a brief barrage of gunfire that killed the suspect.

Police Chief Kevin Vogel said Sgt. Loren Butch Baker, a 28-year veteran, and Detective Elizabeth Butler, a 10-year veteran, were shot and killed.

"There aren't words to describe this horrific tragedy," he said. "This is the darkest day in the history of the Santa Cruz police department."

The suspect who was killed in the shooting was identified as 35-year-old Jeremy Goulet, who was arrested Friday after a co-worker at a Santa Cruz coffee shop alleged he went to her house and made inappropriate sexual advances. The Santa Cruz Sentinel reported that he was fired the next day.

To investigate the complaint, the detectives went to the house where Goulet was living and an altercation ensued, leading to the officers being fired upon, authorities said.

The detectives called for backup and neighbors also summoned police. Responding officers located Goulet a short time later. The sheriff's office said he was killed in the gunfire that followed.

After the shootings, police went door-to-door in the neighborhood, searching homes, garages, even closets to determine whether there might be additional suspects.

Police, sheriff's deputies and FBI agents filled intersections, some with guns drawn, in what is ordinarily a quiet, residential neighborhood in the community about 60 miles south of San Francisco.

A store clerk a few buildings away from the shooting said the barrage of gunfire was "terrifying."

"We ducked. We have big desks so under the desks we went," said the clerk, who spoke on condition of anonymity and asked that her store not be identified because she feared for her safety.

Two schools were locked down during the shooting. The students were later evacuated by bus to the County Government Center about half a mile away.

As darkness fell, helicopters and light aircraft patrolled above the neighborhood, which is about a mile from downtown Santa Cruz and the Santa Cruz Beach Boardwalk. The campus of University of California, Santa Cruz, is about five miles away.

The city's mayor, Hilary Bryant, said in a statement that the city was shocked over the shootings.

"Tonight we are heartbroken at the loss of two of our finest police officers who were killed in the line of duty, protecting the community we love," the statement said. "This is an exceptionally shocking and sad day for Santa Cruz and our Police Department."

Goulet worked as a barista at a coffee shop in the Santa Cruz harbor. He was convicted in Portland, Ore., in May 2008 of peeping at a 22-year-old woman who was showering in her condominium and of carrying concealed weapon, according to a Portland newspaper, The Oregonian. He was put on probation but, after a dispute with his probation officer, was sentenced to two years in jail.

The violence comes amid a recent spate of assaults in the city, which community leaders had planned to address in a downtown rally scheduled for Tuesday. That, along with a city council meeting, was canceled after teary-eyed city leaders learned of the deaths.

Those shootings include the killing of a 32-year-old martial arts instructor who was shot outside a popular downtown bar and restaurant; the robbery of a UC Santa Cruz student who was shot in the head; a 21-year-old woman who was raped and beaten on the UC Santa Cruz campus; and a couple who fought off two men during a home invasion.

PSA: Kindle iOS app users should not update to version 3.6.1

PSA iOS Kindle users should not update to version 361

This one's coming straight from the horse's mouth. Amazon is acknowledging a "known issue" with version 3.6.1 of its Kindle app for iOS -- the company is recommending that current users avoid the latest update, which hit the App Store today. According to TUAW, the new version may completely erase a user's book library. How this passed the e-book giant's QA team is anyone's guess, but until a revision hits the cloud, we suggest you stay away.

Update: Amazon has reached out to clarify this issue. The update causes the app to "deregister," and as a result, items are removed from the smartphone or tablet. All of your content remains in the cloud, however, and can be re-downloaded after you re-register the device with Amazon. The update has been re-submitted to Apple and should appear soon. Consider us re-lieved. You'll find the official word below:

We have identified an issue with the app update that may cause your app to become deregistered. To register, enter your Amazon account e-mail address and password and all your Amazon content will be available in the cloud. We have submitted an update fix for this issue and are working with Apple to release.

Update 2: As of Wednesday afternoon, the app has been replaced with version 3.6.2, with listed improvements including "Fix for Registration Issue." The source link will now direct you to that latest version, which, presumably, won't make all your books disappear.

Diverse Destinations For A Tiger Safari

One of the most enduringly popular animals to feature on wildlife watching holidays, the Tiger is a strikingly beautiful creature that can be sighted in a wide range of locations. With the adaptability that has allowed them to thrive in a number of different habitats, they have spread out over the Asian continent during the course of their evolution. Today, they can be found in 13 of the worlds countries: Bangladesh, Bhutan, Burma, Cambodia, China, India, Indonesia, Laos, Malaysia, Nepal, Russia, Thailand and Vietnam. The most famous of these, and the one with the most options when it comes to choosing a Tiger safari, is India, but there are several other destinations that are equally awe-inspiring and intriguing in their own right, both in terms of environment and culture.

India

As a country which has the Tiger for its national animal, and which has in many ways been a leading light in conservation campaigns, India needs little introduction as a destination for those who wish to observe these majestic creatures in the wild. The countrys national parks are generally considered to be the best places in the world to watch them in their natural habitat and there are plenty of these parks to choose from. One of the most popular is Bandhavgarh National Park, thanks to its large Tiger population, while Kanha National Park is also a good place for sightings, and has a diverse range of other wildlife, which never fails to impress visitors. The forests of India are teeming with life, from big cats to brilliant birds, making any Tiger safari a true treat for wildlife lovers.

Nepal

Although sightings are not as common in Nepal as they are in India, the countrys wild population is on the rise thanks to sustained conservation efforts, and it is possible to see them while exploring the forests of national parks such as Chitwan and Bardia. These parks have high biodiversity and support a number of other impressive animals as well, including the Indian Rhino, Sambar and Sloth Bear. With a somewhat different range of wildlife than that found in Indias Tiger safari destinations, Nepal is well worth exploring.

Bhutan

A jewel of a Himalayan kingdom is to be found in Bhutan. The animals in Bhutan are adapted for high altitudes and mountain climates, with individuals having been seen at up to 4,000 metres above sea level; indeed, Bhutans most famous mountain monastery is popularly known as the Tigers Nest after an ancient legend tells of the animals dwelling in a cave there although the big cats are not to be found in that particular area today. A very different country to most places where Tigers live, Bhutan is known for its unique and independent culture, as well as for its spectacular unspoilt wilderness. While sightings are less frequent here than elsewhere in the region, a visit to Bhutans forests can be a wonderful next stop after a Tiger safari in India, offering a chance to see different side of Asia, not to mention a stunning range of endemic flora and colourful fauna.

Bringing tactical and civilian communications systems together ...

Story and photos by Capt. Andi Hahn, Kentucky National Guard Public Affairs Office?

FRANKFORT, Ky.?Approximately 40 Kentucky National Guard Soldiers from the 149th Signal Co. and Joint Forces Headquarters participated in a communications exercise testing tactical networks with civilian networks at Boone National Guard Center in Frankfort, Ky., Feb. 15-17.

The tower would be used during emergencies in Kentucky where it could be placed atop a mountain in remote areas to expand mobile and portable communication capabilities.

?For the first time ever, we are testing our tactical communications systems with civilian systems to see if we can get them to talk,? said Chief Warrant Officer Dave Barker, Wireless Communications Manager for the Kentucky National Guard.

Barker said this is important because when there is a natural disaster in Kentucky, the state has limited deployable communication assets.

?If everything goes down, say during an earthquake, all we have is satellite,? said Barker. ?We end up using primarily civilian communication networks, but we have all this tactical communications not being utilized at all.?

130215A-HO101-012

Soldiers from the 149th Signal Company, Kentucky National Guard, set up a satellite dish during a joint communications exercise in Frankfort, Ky., Feb. 15-17.

The communication specialists spent the entire weekend testing both networks, civilian and tactical, to be able to intercommunicate with each other by making phone calls, doing video teleconferences, sending emails and ultimately, sharing all data with each other.

?We have a tactical command post set up, a civilian satellite truck, the emergency management truck and we are seeing how well we can send data between all three systems,? said Barker.

One of the biggest systems the Soldiers were testing over the weekend was a 106-ft mobile radio tower that can be set up on a mountaintop in remote locations that would extend the range of portable and low power radios, a huge capability in certain areas of Kentucky.

?This is such a unique exercise, expanding our capabilities and testing civilian and military networks,? said Sgt. Caleb Riggs, a communications specialist with Joint Forces Headquarters and full-time Visual Information Manager at Boone Center. ?I love this kind of work and for our state it?s new territory,? he said.

?Not only are we (full-time staff) training with the signal company, but they are training with us,? said Barker.? ?We are short personnel on the full-time staff so the signal company can help us out come any emergency.?

?It was excellent training; a lot of high-tech equipment went into this and we were able to troubleshoot issues or detect a lot of problems during this exercise,? said Barker. ?That?s why we do this, so during a real-world disaster, we will know exactly what to do.?

Brady's reworked deal helps Patriots

The extension is worth about $27 million and will free up nearly $15 million in salary cap room for the team. (AP Photo/John Bazemore, File)

So Tom Brady got a contract extension. Big deal.

Well, yeah ? for the three-time Super Bowl winner and for the Patriots.

There's nothing unusual about one of the game's best quarterbacks and leaders being coveted by his team. Or being rewarded.

What's rare is how well the three-year extension works for both Brady and for New England.

First, the two-time NFL Most Valuable Player, despite some perceptions, did not really take a pay cut with this new deal. It might have sounded that way with salaries of $7 million in 2015, $8 million the next year and $9 million in 2017, far below the going rate for superstar QBs.

Instead, Brady gets a $30 million signing bonus, payable over the next three years, and $57 million overall in a contract that will run through the 2017 season, when he will be 40 years old. Other than backups who are little more than insurance policies, how many quarterbacks even make it on to a roster at 40?

Essentially, he gets $33 million guaranteed for the next two seasons, and he's surely worth it considering that Drew Brees, Peyton Manning and, most likely, Joe Flacco, will earn more in 2013 and '14. Add up each of their Super Bowl rings and it adds up to the number Brady owns.

The extension should have little effect on other quarterback deals, particularly Flacco. The Super Bowl MVP is 28, just entering his prime and in line for a huge contract no matter where he winds up. (Bet on Flacco staying in Baltimore).

Of course, Brady has shown no signs of slowing down ? look at his stats for 2012, including 34 TD passes and eight interceptions, and a 12-4 record. He's still at the peak of his skills, and he wants to be surrounded by players at a similar stage of their careers.

To get that, he understood he needed to rework his contract to free up enough salary cap space for New England to sign more difference makers.

In doing so, Brady not only virtually assured he will finish his career as a Patriot, but at a price that works for him and for owner Robert Kraft. Did he take a mammoth pay cut down the road to ensure that? No, because Brady actually will get more guaranteed money; the final three seasons are guaranteed against injury; and they could be guaranteed in total depending on Brady meeting certain requirements, including being on the active roster for the final game of 2014.

But he also will have those three years of salary far below scale for the position, for cap purposes. And that is where the Patriots get their payoff.

New England has more needs than other contenders, and those holes must be filled now for the Patriots to win their first championship since the 2004 season. Yes, it has been that long.

Brady recognizes that, and by helping free up $15 million in space over the next two years, the Patriots can spend more in free agency.

Coach Bill Belichick tends to find role players such as Danny Woodhead, Julian Edelman and Steve Gregory, and he gets solid production from them. Brady makes just about everyone on offense better, too.

But the Patriots don't have too many true studs, particularly on defense. Opponents in big games ? the Ravens, Giants, 49ers come to mind ? have found favorable matchups that led to major victories.

Brady sees that. By reworking his contract, he basically has told the Patriots to spend the newfound money in ways that will turn those matchups back in New England's favor.

Unquestionably, Brady wants his favorite target, slot receiver Wes Welker, to be re-signed. He'd love for Belichick to find a consistent deep threat at wideout, too.

Top cornerback Aqib Talib, acquired in a trade with Tampa Bay during last season, is a free agent. He comes with a checkered past, but behaved with the Patriots in 2012 and played well.

Tackle Sebastian Vollmer, a main reason Brady was sacked just 27 times, also is a free agent.

And Brady would love to see some playmakers let go by other teams land in Foxborough. Such names as former Colts pass rusher Dwight Freeney, Steelers speedy receiver Mike Wallace and Ravens' star safety Ed Reed have been mentioned.

Now, Brady has given the Patriots more money to make improvements, while not really emptying his own pockets.

Samsung touts market share, infographic style

Samsung infographic

Samsung shipped a hell of a lot of phones last year, and a bunch of them were smart phones -- 213,000,000 according to their latest infographic. That's a number which equates to over 30-percent of all smart phones shipped in 2012, and as we see is more than the total population of Brazil.

Samsung of course hopes to keep this trend going into 2013, with new releases like the Galaxy Note 8.0 and the upcoming Galaxy S4, as well as the multitude of entry-level phones and tablets for emerging markets. We'll have to see if this strategy works for them as well this year as it did in the last.

The (Unlucky) 13 Traits Of High-Maintenance People

Seeing David Williams? Confessions of a High Maintenance CEO is making me laugh (somewhat in humor, but also in guilt.) Most CEOs are high maintenance. However, most every business has been riddled at one time or another with the issues of chronically (and negatively) high maintenance people at work.

More From Forbes:
-- 20 Job Rules For Millennials
-- Seven Common Small Business Mistakes And How To Deal With Them
-- 11 Ways to Beat the Monday Blues

These situations are not the ebb and flow of creative energy, but the result of unhealthy people producing a toxic energy drain. High maintenance people can also be overwhelming as friends. Ironically, their tendency to lose friends contributes even further to their inclination to latch onto ?people targets? at work.

Courtesy of columnist Ayanna Guyhto, here are the 13 unlucky signs of negative high maintenance followed by a few of the methods you can use to reduce the drain of ?people debt? on your company?s energy level and bottom line:

The 13 Traits of High Maintenance People:

(See the complete list at Forbes)

1 -They have urgent ?needs.? To a high maintenance personality, everything is urgent. Every piece of email needs to be copied to someone in authority and every action needs to be passed by the boss before they proceed.

The 5 second solution: ?How do you intend to solve that problem?? Teach your employees to come to you with ideas and solutions for your feedback, but that your door and inbox are not open for dropping their challenges into your lap.

2 ? They have a sense of entitlement. Everyone deserves to be treated with equal respect. The high maintenance individual will expect more. When this happens, there?s generally an unhealthy level of ego at play.

The 5 second solution: React to the bigger issue at hand, to avoid being pulled into the daily tug and pull of keeping an oversized ego at bay. David Williams outlines four steps for taming an ego here.

3 ? They could be self-sufficient. But they?re not. The task could be as simple as looking up an email address, retrieving a file, or looking up a bit of needed information over the web. But this person feels more engaged and important by making continual requests for service from others, including the boss.

The 5 second solution: Teach your team to avoid ?upward delegation? ? that their responsibility is to handle their job, not to hand pieces of it back to the boss, or heaven forbid, to the client.

4 ? They cling to stories of personal wrongs from the past. The high maintenance individual has a difficult time moving past real or imagined wrongs of the past. The faults of others become a script that plays over and over as justification for extra support, lower work expectations, or greater entitlements now.

The 5 second solution: As a leader, you do individuals locked into the ?blame game? a favor by not playing into the negativity dialogue. ?I?m sorry that happened. But you?re here now ? we appreciate and respect you ? and we have work to do.?

5 ? They talk. A lot. The high maintenance person thrives on attention. They have a continual need for others to serve as their sounding boards. While discussion and brainstorming is necessary and healthy, high maintenance people feel the need to use their co-workers as ad hoc life advisors and coaches; however they have little desire or motivation to actually hear and take the advice they receive. Mostly, they crave a listening ear.

The 5 second solution: Don?t provide one. Listen freely to collaboration and ideas?but avoid feeding someone?s need to ?make the rounds? at the office to mire in the anguishing complaints about their challenging tasks and accounts.

6 ? They are seldom satisfied. High maintenance people will see the flaws in every situation. Even when they?ve been given extra care and attention, they will invariably find something wrong with the solution or service they?ve received, or will feel the need to ask for an additional ?adjustment? in order to gratify their need to feel validated and served.

7 ? They are high-strung. Not all high-strung people are high maintenance. But the person with excessive needs will be persistently vocal and anxious about the things they require. Again ? it?s a dependency you shouldn?t encourage or feed.

8 ? They live in a state of perpetual drama. If you are around a high maintenance person for an extended period of time, you will observe frequent periods of meltdown during the course of the day. Every small inconvenience or mistake becomes a crisis. They will learn to work the internal HR system heavily at every turn.

The 5 Second solution: let the drama begin and end in HR. In the agency world, one individual became so adept at working the system, even a day off required a phone appointment with HR to ?hash out a few issues.? It was a wake up call for us all ? for a chronically high maintenance person, even their days away from the office can produce a negative energy drain. Let HR handle the situation?but when someone becomes a near full time issue, it?s a sure sign their high maintenance is an issue the company will need to address.

9 ? They handle money poorly. Regardless of the economy or circumstance, high maintenance people are perpetually in debt. No matter their income, their living expenditures and needs are invariably more. They expend an exceptional amount of stress and energy dealing with past due accounts and the perpetual juggling act to use this month?s income to cover last month?s bills.

The 5 Second solution: Discipline yourself to be a company that covers its own expenses, and spend only what the business can afford to pay for in cash. The environment of discipline as opposed to the perpetual anxiety for ?more? can carry over to help employees learn to manage their personal expenses better as well. In any case, work to prevent employees from making the office a perpetual sounding board for their personal ?woes."

10 ? They place a high importance on material status. The entitlement aspect of high maintenance people leads them to be keenly focused on the belongings or the status of others as well. This trait can infect the highest people in the organization, such as the CEO who demands that every company event include the provision of free upgrades and presidential suites at no additional cost. Ironically, the focus on material possessions and status is actually the sign of insecurity and of a low self-esteem.

The 5 Second solution: To keep these behaviors from derailing their company culture, the best example must come from the top. A leader who avoids flaunting material status and is willing to do for the company what is expected of others does a great deal to enhance the working culture for all.

11 ? They are obsessed with details?theirs and yours. They are highly focused on the too-much-information and none-of-your-business particulars of your life and also of theirs.

The 5 second solution: Learn to set and maintain appropriate boundaries with these personality types. As a reminder to all in a company, great people talk about ideas?but small people focus their talk on other people or ?things?. Change the subject as many times as needed until the idea of a higher level of thinking and acting can thrive.

12 ? They seem ?unsettled.? The high maintenance person is constantly ill at ease, buying, altering or discarding possessions and complaining about their work or living conditions. The details that are non-issues to others are insurmountable hurdles to them. Happiness perpetually evades them.

13 ? They resent authority are often critical of others. It is extremely difficult for these individuals to respect authority or to see the bigger picture. Instead, they hold fast to their opinions of the support they need and the credit they should receive in order to fulfill their assignments. Passive aggressive behavior is paramount (undermining the boss by spreading unrest or ill will ? often veiling the bad behavior in an aura of superiority or nobility).

The 5 Second solution: Generally, in a case like this, there is direct intervention required. Remind the individual that if they can?t respect the boss and someone must leave?generally, it won?t be the boss. Find a constructive way to address what ails you?change the trend for the better?get along?or consider a move or a change for the long term. But in the world of business, undermining the boss will hurt the perpetrator far more than the target, even if the resentment is justified.

By now you should be detecting a pattern of traits so apparent they are even humorous.

As an employer, however, I?m not laughing?I?m recognizing that much of the impetus lies with the boss or employer to vet prospective employees for emotional maturity (what author Dan Goleman refers to as ?Emotional IQ?) in making great hires. Alan Hall gives great advice on hiring as well, in his Forbes article and eBook the 7 C?s: How to Find and Hire Great Employees.

Responsibility lies with the company to create and reinforce a positive culture. Do you have a working environment that allows bad behaviors to take hold and fester? Do you actively feed and reward the positive behaviors? Do you set a good example yourself?

If your company is already infected, you should deal with the situation directly. In some cases, you may succeed in helping these individuals to find their better nature and make a positive change. Nothing is more rewarding than turning a negative pattern around. However, in some cases the toxicity may be so deeply embedded that the only way to deal effectively is to simply refuse to engage. You will need to be firm. You may even need to part ways.

Have you had this experience? I imagine the answer is ?yes.? I look forward to hearing your stories and hearing about your success.

Ellen De Generes and her wife Portia de Rossi listed their sprawling estate on Coldwater Canyon for sale at the price of $ 49 million. Ryan Seacrest got it for $ 37 million, certainly still a big amount of money. Apparently, this property consisting of four separate parcels of land accumulated over the years by spouses De Generes and Rossi seem to be worth it. The property practically covers an entire city block and houses a 9,200 square foot main house and a gym with a size that is comparable to that of a huge health club. Calgary's Olympic venues stand the test of time | Metro

Many Olympic sports require specialized facilities that, after the games are over, often fall into disrepair or are dismantled altogether.

Calgary, however, has managed to not only maintain most of the venues it built for the 1988 Winter Games but expand on them, too.

?The facilities here are not only still relevant, they?re flourishing,? said Dale Oviatt, communications director for Winsport, which operates the ski hill, sliding tracks, ski jumps and ice surfaces at Canada Olympic Park.

?When you look at some of the previous countries that have hosted Winter Olympics,? Oviatt added, ?their venues are no longer used for what they were intended for, or they?re completely shut down.?

By comparison, COP still hosts World Cup luge, bobsled, and skeleton events, as well as freestyle ski and snowboard competitions. The same facilities are also regularly used for public recreation.

The national ski jumping team still trains on COP?s smaller ski jumps, and while the largest jump is no longer in use, Oviatt said it?s largely because athletes? ability and equipment has advanced so much the jump would need to be retrofitted for safety.

?They would pretty much almost land on the Trans-Canada Highway,? Oviatt said.

The Olympic Oval at the University of Calgary, meanwhile, has not only remained a hub for competition and training ? and become known for being ?the fastest ice in the world? ? but has also grown into a centre for sporting excellence, in general.

?This building, connected with the sport medicine centre, Canadian Sport Centre Calgary, and the research the laboratories at the university, has created one of the greatest training environments you will find in any country, in any city in the world,? said Roger Jackson, who served as CEO of Own The Podium 2010. ?You just cannot put together what we have put together on the campus for high-performance sport.?

Two-time Olympic gold medalist Catriona Le May Doan recalled dreaming of a facility like the Oval as an aspiring young speed skater in Saskatchewan, but thinking it would never become a reality.

?Back in Saskatoon, I remember seeing the models of this oval and thinking, ?That would never, ever happen,?? she said. ?And yet, it did happen. And it happened because of these ?88 games.?

Tale of two Ovals:

 • In the past 25 years, a total of 287 world records have been set at Calgary?s Olympic Oval in long-track and short-track speed skating.
 • Meanwhile, the Richmond Olympic Oval, built for the 2010 Winter Games in Vancouver, is no longer used for speed skating and has been criticized by some for being a ?money pit.?

Chinese Troops Prepare for Spillover From Myanmar Civil War

As international businesses circle an apparently reforming Myanmar, civil war continues to burn in the north of the country despite Chinese-hosted peace talks. Unsettled by stray shells hurtling over the border into Yunnan, China has started intense military training in the area in case any more serious spillover should occur. From Edward Wong at The New York Times:

The training has been taking place in the hills of Yunnan Province. It borders Kachin State in northern Myanmar, where a civil war between an ethnic Kachin rebel army and the Burmese Army has been unfolding. The fighting intensified in late December, and Chinese officials and news organizations reported that shells had landed in China and that Kachin refugees had begun living in hotels and the homes of family and friends in Yunnan.

[?] The current round of fighting in Kachin State has centered on the town of Laiza, from which the Kachin army controls an autonomous area of the state. This winter, the Burmese Army has been pressing an offensive to capture Laiza or crucial military positions around it. The army has deployed fighter jets and heavy artillery, and residents have said civilians were killed.

[?] Chinese officials have expressed concern this winter over the violence, especially artillery shells falling within Yunnan; at least four have landed since Dec. 30. There are also worries about a potential flood of refugees.

Human Rights Watch reported in June last year that at least 7-10,000 Kachin refugees had crossed the border in the previous twelve months, and had not received adequate aid or protection from China. Two months later, they were reportedly forced to return, though state media claimed that those who went back had done so of their own accord.

The Wall Street Journal?s Deborah Kan and south-east Asia bureau chief Patrick McDowell discussed the conflict and China?s stake in it earlier this month, as the peace talks began:

United States eases sanctions on Myanmar banks

WASHINGTON (Reuters) - The United States relaxed sanctions on four large banks in Myanmar on Friday, allowing them access to the U.S. financial system as a reward for the country's political reforms.

The Treasury Department issued a general license to the Myanma Economic Bank, Myanma Investment and Commercial Bank, Asia Green Development Bank and Ayeyarwady Bank.

A general license eases restrictions and lets the banks deal with U.S. citizens and companies, but leaves sanctions laws on the books, giving Washington leverage should Myanmar start to backslide on reforms.

"Increased access to Burma's banking system for our companies and non-governmental organizations will help to facilitate Burma's continued social and economic development," said David Cohen, the Treasury undersecretary for terrorism and financial intelligence.

The United States still uses the traditional two-syllable name for the Southeast Asian country.

The announcement on Friday follows a similar move last July, when the U.S. Treasury issued general licenses allowing U.S. companies to invest in and provide financial services to Myanmar, as long as they make detailed disclosures about their dealings.

The United States, the European Union and others have gradually loosened restrictions on Myanmar in the last two years after the country started to open up its political system and freed hundreds of political prisoners.

Myanmar's leaders say sanctions have stifled their attempts to revive the economy and lift the resource-rich country out of poverty.

Sanctions have also been suspended or lifted by other developed countries, including Canada, Australia and Japan.

Jim Hill: The Croods Directors Reveal How DreamWorks ...

You'd think -- given the sophisticated sorts of folks who annually attend the Berlin Film Festival -- that this wouldn't be the sort of crowd which would enthusiastically embrace something as crass-sounding as The Croods.

But that's actually what happened last Friday night at the world premiere of this DreamWorks Animation production. As the credits began to roll for this out-of-competition screening, an audience of 2000 got to its feet and began to applaud wildly for this silly, sweet yet surprisingly sophisticated animated feature.

And while all the DWA & Fox who were on hand for the world premiere of The Croods were thrilled with the reception that this new feature-length cartoon received, no one was more excited -- or more relieved -- than the film's two directors, Chris Sanders and Kirk Di Micco.

2013-02-22-Croods2.jpg

For Kirk, Friday night's screening was the end of an especially long road. You see, he'd been working on this particular project since May of 2005. Back when this DWA production was originally supposed to have been done in stop motion by the talented artists at Aardman Animations.

"Back then, this film had a different title: Crood Awakenings," Di Micco explained.

Its story also had a somewhat different slant. My co-writer on that earlier version of this project -- Monty Python's John Cleese -- is deathly afraid that technology is ultimately going to ruin civilization. So we were looking to use this battle of one-upmanship between two cavemen as a way to comically illustrate this concept.

But as often happens with animated features, as Crood Awakenings moved through DWA's development pipeline (More importantly, as Aardman Animations stepped away from its five-picture deal with DreamWorks Animation in January of 2007), the storyline of this prehistoric comic adventure began to change. Gradually shifting from being about a single caveman (i.e. Crood, Leader of the Hunt, who felt threatened when a more evolved caveman arrived on the scene armed with radical new inventions like fire) to being about this family of cavemen who were struggling to survive in a world fraught with change.

"That's what I think makes The Croods really unique," said DiMicco's co-director Chris Sanders.

This movie really doesn't have a villain. The thing that keeps pushing our set of characters forward, that constantly challenges them is change. The very ground that they're standing on -- thanks to the continental split -- is constantly changing due to earthquakes and all of these great chasms opening up. So the only way that this family of cavemen can hope to survive amid this upheaval is by embracing change.

Which -- I know -- makes The Croods sound kind of dry, which this new production is anything but. You see, Kirk and Chris have set their story in the Croodaceous Period, which is this yet-to-be-discovered prehistoric era when a lot of the species that we know today were still going through some pretty wild permutations. So the skies were filled with colorful creatures who were part sea-turtle and part parrot. And cavemen constantly had to be on the lookout for vicious owl bears or run for cover whenever swarms of piranha birds suddenly took flight.

Mind you, what makes a lot of the prehistoric animals that appear in The Croods so much fun is that they've been filtered through Chris Sanders' unique design sensibility. Anyone who remembers Disney's Lilo & Stitch, Toothless from DWA's March 2010 release, How to Train Your Dragon or who frequents Sanders' own website will know exactly what I'm talking about.

2013-02-22-Croods1.jpg

Getting back now to last week's world premiere of The Croods, what pleased Kirk and Chris the most, what made them feel that all of those years which they'd spent reworking this movie's story had ultimately been worth it, was the reaction that the audience in Berlin had to what happens in Act 3. Which is when (SLIGHT SPOILERS AHEAD) this animated feature makes a deft left turn. Transforming from a broad comic adventure which is loaded with slapstick to this sweet & sincere story where our caveman family is suddenly faced with some very real peril. And one member of this comical clan has to make a pretty huge sacrifice.

"We actually built this movie around that moment," Kirk explained.

We deliberately loaded the first two acts of The Croods with fun comic sequences because we wanted the audience to laugh and slowly fall in love with our cavemen characters. Just so -- when we get to that sacrifice in Act 3 -- the stakes are suddenly so high that the audience then can't help but get caught up in the emotion of the moment.

Based on the reaction that The Croods got at the Berlin Film Festival last Friday night, Di Micco and Sanders' story structuring gamble paid off. Which is why festival attendees came away from this world premiere of this new animated feature comparing it to some of the stronger titles that DreamWorks Animation has released over the past 15 years. Among them the original Shrek, the first Kung Fu Panda, and Chris's DWA directorial debut, How to Train Your Dragon.

So don't let the title of this distributed-by-20th-Century-Fox film throw you. Though DreamWorks Animation's The Croods may sound crude, based on the enthusiastic response that this film got during its world premiere last week in Berlin, this animated comedy has a sweet & sophisticated side. Which is why you may want to check it when this DWA production opens stateside on March 22nd.

(AP Photo/Themba Hadebe)

(AP) ? Oscar Pistorius walked out of court Friday ? free at least for now ? after a South African magistrate released him on bail, capping four days of often startling testimony that foreshadowed a dramatic trial in the Valentine's Day slaying of his girlfriend.

But as he was driven away, chased by photographers and cameramen, questions continued to hound the double-amputee Olympian about what actually happened the night he gunned down Reeva Steenkamp inside a locked bathroom in his home.

Pistorius is charged with premeditated murder, and even Chief Magistrate Desmond Nair expressed doubts about his story that he mistook the 29-year-old model for an intruder and fired out of fear.

"Why would (Pistorius) venture further into danger" by going into the bathroom at all, Nair asked.

Cries of "Yes!" went up from Pistorius' supporters when Nair announced his decision to a packed courtroom after a nearly two-hour explanation of the ruling.

Nair set bail at 1 million rand ($113,000), with $11,300 in cash up front and proof that the rest is available. The 26-year-old track star was also ordered to hand over his passports, turn in any guns he owns and keep away from his upscale home in a gated community in Pretoria, which is now a crime scene.

He cannot leave the district of Pretoria without his probation officer's permission and is not allowed to consume drugs or alcohol, the magistrate said. His next court appearance was set for June 4.

Earlier, Pistorius alternately wept and appeared solemn and composed, especially as Nair criticized police procedures in the case and as a judgment in the track star's favor appeared imminent. He showed no reaction as he was granted bail.

Pistorius left the courthouse in a silver Land Rover just over an hour after the bail conditions were set. The vehicle, tailed by motorcycles carrying television cameramen, later pulled into the home of Pistorius' uncle.

"We are relieved at the fact that Oscar got bail today, but at the same time we are in mourning for the death of Reeva, with her family," said Pistorius' uncle, Arnold Pistorius. "As a family, we know Oscar's version of what happened on that tragic night and we know that that is the truth and that will prevail in the coming court case."

Dozens of journalists and international and local television crews had converged on the red-brick courthouse to hear the decision ? a sign of the global fascination with a case involving a once-inspirational athlete and his beautiful girlfriend, a law school graduate and budding reality TV show contestant.

Nair said Pistorius' sworn statement, an unusual written account of what happened during the pre-dawn hours of Feb. 14, had helped his application for bail.

"I come to the conclusion that the accused has made a case to be released on bail," Nair said.

Pistorius said he shot Steenkamp accidentally, believing she was an intruder in his house. He described "a sense of terror rushing over" him and feeling vulnerable because he stood only on his stumps before opening fire.

Prosecutors say he intended to kill Steenkamp as she cowered in fear behind the locked bathroom door after a loud argument between the two.

Yet despite poking holes in Pistorius' version of events and bringing up incidents they say highlight his temper, the state's case started to unravel during testimony by the lead investigator, Detective Warrant Officer Hilton Botha.

Botha, who faces seven charges of attempted murder in an unrelated incident, was removed from the case Thursday. His replacement, the nation's top detective, Vinesh Moonoo, stopped by the hearing briefly Friday.

While Nair leveled harsh criticism at Botha for "errors" and "blunders," he said one man does not represent an investigation and that the state could not be expected to put all "the pieces of the puzzle" together in such a short time.

The prosecution accepted the judge's decision without protest. "We're still confident in our case," prosecution spokesman Medupe Simasiku said.

Pistorius faced the sternest bail requirements in South Africa because of the seriousness of the charge, which carries a life sentence if convicted. His defense attorneys had to prove that he would not flee the country, would not interfere with witnesses or the case, and his release would not cause public unrest.

Nair questioned whether Pistorius would be a flight risk when he stood to lose a fortune in cash, cars, property and other assets. Nair also said that while it had been shown that Pistorius had aggressive tendencies, he did not have a prior record of offenses for violent acts.

Anticipating the shape of the state's case at trial, he said he had serious questions about Pistorius' account: Why didn't he try to locate his girlfriend if he feared an intruder was in the house? Why didn't he try to determine who was in the bathroom before opening fire? And why did he venture into perceived "danger" in the bathroom when he could have taken other steps to ensure his safety?

"There are improbabilities which need to be explored," Nair said, adding that Pistorius could clarify these matters by testifying under oath at trial.

Sharon Steenkamp, Reeva's cousin, said the model's family would not be watching the bail decision and had not been following the hearing.

"It doesn't make any difference to the fact that we are without Reeva," she told The Associated Press.

Before the hearing, Pistorius' longtime coach, Ampie Louw, said he hoped to put the runner back into his training routine if he got bail.

"The sooner he can start working the better," said Louw, who persuaded the double-amputee to take up track as a teenager a decade ago. But he acknowledged Pistorius could be "heartbroken" and unwilling to immediately pull on the carbon-fiber running blades that earned him the nickname "Blade Runner."

Use a Narrowing Strategy to Make Quicker Group Decisions

Use a Narrowing Strategy to Make Quicker Group DecisionsMaking decisions is hard enough on your own, but when in a group it can be tough to satisfy everyone. Redditor benk4 suggests a narrowing strategy, which will get you to decision much faster:

My girlfriend and I use this trick when neither of us wants to make a group decision. I'm sure you know those annoying situations where neither of you wants to pick where you go to dinner so you sit around and don't go.
Person 1: Pick 5 options
Person 2: Narrow 5 options down to 3
Person 1: Narrow 3 options down to 2
Person 2: Select from the 2 options
It's quick and makes both people get input. You can also use it in larger groups, the numbers just need tweaking.

Everyone may not always get what they want, but this process is fair and won't waste a ton of your time.

3 face burglary, drug charges after iPad stolen

MCCRACKEN COUNTY, KY (KFVS)- Three people are accused of stealing an iPad from a McCracken County business.

The McCracken County Sheriff's Department began investigating a theft from 146 South Friendship Road on Feb. 5.

Lew willing to push China on yuan exchange rate

Jack Lew, US President Barack Obama?s nominee for secretary of the Treasury, said he would press China to adopt a ?market-determined? exchange rate.

Lew, in written answers to questions from members of the Senate Finance Committee obtained yesterday by Bloomberg News, said if he is confirmed, ?addressing China?s exchange rate would be a top priority.?

He also said, in response to questions from Republican Senator Orrin Hatch, that he would push China to ?level the playing field for our workers and firms, and support a sustained shift to domestic consumption-led growth in China.?

Lew cited ?progress? in China, including a 15 percent gain in the yuan against the dollar in real terms since June 2010 and a decline in the current-account surplus from a peak of more than 10 percent of GDP to less than 3 percent.

Still, he said, ?more progress is needed.?

Lew, Obama?s former chief of staff and former director of the White House Office of Management and Budget, was questioned by the committee at a confirmation hearing on Feb. 13. He will replace Timothy Geithner if confirmed.
