LONDON (AP) ? An al-Qaida-inspired gunman kills paratroopers and Jewish children in southern France. A far-right fanatic enraged by Muslim immigration guns down dozens of youths at a summer camp in Norway.
Two atrocities in the space of the year, coming from opposite ends of the spectrum, are raising fears across Europe that a growing climate of ethnic and religious hostility is inspiring extremist violence ? and creating the conditions for deadly clashes.
The attacks in France and Norway represent the most horrific extremes of two trends of intolerance troubling Europe: strengthening far-right sentiment that has sometimes bled into the mainstream, and growing Islamic radicalization in Europe's disadvantaged, immigrant-heavy neighborhoods.
With Europe still stunned by last week's killings in Toulouse, France, a loosely knit group of xenophobic "defense leagues" plans to rally in Denmark Saturday against what they call the growing Islamic presence in western Europe.
The rally was organized by one of the rising forces of Europe's far-right scene ? the Danish Defense League. It's backed by the English Defense League, which gained prominence in Britain amid urban rioting last summer. Similar groups from Russia, Finland, France, Germany, Norway, Poland, Romania, and Sweden are expected.
Danish intelligence services expect up to 700 of these strident, anti-Muslim "counter-Jihadists." A counter-demonstration is anticipated to draw several thousand people. Police vow to keep the two groups apart. But the clashing views on display show Europe's heightened polarization.
"These terrorist events are creating sparks, and a small spark can set off a huge fire," said Magnus Ranstorp, research director of the Center for Asymmetric Threat Studies in Sweden. "It can set off huge social polarization, and this is what the terrorists want to achieve. Now there is an increased rightwing climate ? the counter-jihad movement ? feeding off these Islamophobic forces."
The mood is volatile, Ranstrop said, made more so by the methods of the killers ? citing how in France, Mohamed Merah shot video of his attacks that was mailed to the Al-Jazeera television network.
"You have the counter-jihad movement, and on the other side you have an old al-Qaida structure giving out directives for people to carry out their own personal jihads by solo terrorist activity. The manner in which you carry out these attacks matters: Recording them, sending films to Al-Jazeera, shooting people execution style, all to create polarization and revulsion, to create an overreaction."
For decades, western Europe has been the envy of the world with its high standard of living and tolerant social climate. Today, Europe is gripped by a profound economic crisis and festering conflict over immigration, religion and cultural identity.
Tensions over immigration from northern Africa and other countries with large Islamic populations have fueled the rise of far-right movements across Europe. In France, the ultranationlist National Front is expected to make gains in upcoming presidential and legislative elections. Xenophobic parties in Austria, Finland, Sweden and the Netherlands have all gained support in recent years.
As anti-immigration rhetoric grows more strident, ideas that were once considered on the fringes of political dialogue have entered the mainstream ? with French President Nicolas Sarkozy often seeming to borrow from National Front rhetoric as he campaigns for re-election.
At the same time, anti-Western diatribes on the Internet and sometimes in local mosques have played a role in radicalizing some young Muslims in Europe, even as Muslim community leaders try to steer young people toward productive futures. The long wars in Afghanistan and Iraq have also enflamed passions among Muslims.
Over the past year, Europe has suffered deadly manifestations of these tensions with the France attacks and the July massacre in Norway carried out by Anders Behring Breivik, who slaughtered 77 people with a bomb in Oslo followed by a shooting rampage at a Labor Party youth camp on an island retreat.
The two horrors have drawn inevitable comparisons.
Both killers had a terrifying sense of theater. Breveik's island rampage, in which he picked off the trapped children one at a time, seemed straight out of a horror movie. The French police account of Merah's last stand, his Colt .45 blazing as he jumped from the balcony, seems inspired by an action film.
Initial reactions to the attacks point to the ambiguities swirling around Europe's immigration debate.
When Breveik's deadly bomb ripped through the Norwegian capital on July 22, many counterterrorism experts assumed Muslim radicals were behind the blast. Similarly, many initially suspected that the French killings might be the work of a far-right fanatic.
The bloodshed carried out by both extremes in the heated immigration debated raises the specter of clashes between the two. There already have been street scuffles between the English Defense League and radical Islamists in Britain ? although none has escalated into major violence.
Nicolas Lebourg, a historian who studies the far-right at Perpignan University in southern France, said that both Breivik and Merah were products of an increasingly polarized Europe.
"For people who are a little fragile, people who are a little sensitive ... we're overheating them by telling them that there's this cosmic war between good and evil," Lebourg said.

Pedaling through the snarl of cars, trucks, buses, and donkey carts, he rolls right along with New Delhi?s chaotic traffic. But instead of using his feet, Mr. Kumar, who uses a wheelchair, pedals with his hands. He?s one of thousands of disabled commuters in the capital who navigate the city on wheels.
In a country that has few amenities for those with disabilities, innovation is critical. Kumar?s wheelchair looks like a three-wheeled bike with a bucket seat. He travels about 10 miles to work each day, powering himself with his hands and steering with a metal pole.
Kumar has been unable to walk since he was a child. But he considers himself fortunate. Fifteen years ago, a local charity gave him his wheelchair, which cost more than $100. He says it has made all the difference.
?I can do everything with this wheelchair,? says Kumar with a smile.
Wheelchair users not only navigate Delhi?s tricky streets, they have turned their wheelchairs into makeshift stores, barbershops, and vegetable stalls.
On a sweltering afternoon, a group of jabbering children surrounds a man juggling dripping ice-cream cones amid the honking cars. He moves with ease. It takes an experienced eye to notice that he?s in a wheelchair that is attached to his ice cream cart.

GENEVA/NEW YORK, March 29 - U.N. officials have compiled a list of Syrian figures suspected of crimes against humanity in the uprising against President Bashar al-Assad, but opposition from Russia and China means the accused are unlikely to appear in the dock at the international war crimes court any time soon.
As world powers press for an end to the violence that has racked Syria and claimed thousands of lives, pressure is building over accusations that Assad's security apparatus has committed crimes in suppressing the year-long revolt.
Syrian government forces have been accused in a U.N. report of committing widespread, systematic and gross human rights violations amounting to crimes against humanity. There was also evidence of abuse by some rebel groups, it said last month.
A U.N. Commission of Inquiry on Syria has handed over a confidential list of senior Syrian officials suspected of ordering crimes against humanity including murder, abductions and torture to the United Nations for possible prosecution - whether by an international court, or national bodies using universal jurisdiction, or even a Syrian court in future.
But in the case of Syria, the International Criminal Court - the world's first permanent war crimes court - is powerless for the time being. The ICC has no reach there because Syria is not a state party to the Rome Statute, and because the United Nations Security Council is deadlocked over the issue.
"If the Security Council provides a decision (that) we should investigate Syria, we will do it," ICC prosecutor Luis Moreno-Ocampo said earlier this month. "We are always able."
But Moscow and Beijing have stone-walled in the Council.
"The Security Council can bring a case, but China and Russia are unlikely to agree so that the chances are slim at the moment," said Louise Doswald-Beck, professor of law at Geneva's Graduate Institute of International and Development Studies.
"But there is a possibility (of arrest and prosecution) if these people were rash enough to travel to states that can try people for war crimes and crimes against humanity."
The office of the ICC prosecutor has an information and evidence unit which can receive evidence submitted by members of the public or official bodies: so, for example, evidence from Syria could be submitted to the unit and held there in case an official investigation does go ahead.
But the office's representatives refuse to say whether they have received any evidence about war crimes in Syria.
U.N. officials have supported an investigation.
"I endorse the call by (U.N. High Commissioner for Human Rights Navi Pillay) to have the International Criminal Court investigate whether these amount to crimes against humanity," Juan Mendez, U.N. special rapporteur, or investigator, on torture worldwide, said in an interview.
RUSSIA AND SYRIA SHIELD ASSAD
The United Nations estimates Syrian forces killed at least 9,000 people over the past year as Assad's forces pounded rebel strongholds into submission. The government says opposition fighters killed 3,000 soldiers and security forces personnel.
The Hague-based ICC, which has investigated several cases involving alleged war crimes over the past decade, earlier this month handed down its first-ever ruling when it found Congolese warlord Thomas Lubanga Dyilo guilty of using child soldiers in the Democratic Republic of Congo.
But so far it has missed the chance to try some of the biggest names suspected of genocide or crimes against humanity. Sudanese President Omar Hassan al-Bashir, wanted on charges of orchestrating genocide, remains at large.
Last year, the ICC issued arrest warrants for Libya's former ruler Muammar Gaddafi, his son Saif al-Islam, and his spy chief, Abdullah al-Senussi, following a referral by the U.N. Security Council. Gaddafi was killed by rebel forces, Saif is in prison in Libya, while Senussi was recently detained in Mauritania: it remains unclear whether either of them will appear in The Hague.
With Syria, Moscow and Beijing have shielded Assad from U.N. Security Council condemnation by vetoing two Western-backed resolutions over the bloodshed, but they approved a Security Council statement on March 21 endorsing U.N.-Arab League envoy Kofi Annan's bid to end the violence in Syria.
UNIVERSAL JURISDICTION
Legal experts such as Doswald-Beck say one possible chink in the case of Syria is if any of those involved in war crimes were to leave the country and travel to another jurisdiction which could try them - provided it can be shown that these individuals ordered a direct attack on civilians or torture.
"As they are probably all Syrian nationals, it would be only on the basis of universal jurisdiction that you could try them," she said.
"If these people choose to travel and they arrive in a state party to the Convention against Torture, they need to be brought to justice. As long as they are sitting in Syria and don't move, that's where the problem lies."
The U.N. Commission of Inquiry on Syria's list of suspects is believed to include Assad's inner circle and senior officials of the Baath party, army and security forces.
"The Commission of Inquiry handed me a list of names of people in high positions, including in the military and security forces, who have been implicated in the most serious international crimes that fall under the jurisdiction laid down in the Rome Statute," U.N. High Commissioner for Human Rights Pillay told Reuters in Geneva, referring to the treaty setting up the ICC.
"I will hand over this list of alleged perpetrators to any future credible investigations," said Pillay, a former?ICC judge.
In its February report, a three-member panel, headed by Brazilian expert Paulo Pinheiro, said that Syrian forces bent on crushing the uprising had shot dead unarmed women and children, shelled residential areas and tortured wounded protesters in hospital under orders from the "highest level" of army and government officials.
"The commission also identified particular army units, security agencies and their branch offices for which there are reasonable grounds to believe that they carried out gross human rights violations," the report said.
There was also evidence of abuses committed by some rebel Free Syrian Army (FSA) groups.
The U.N. report said it had reliable accounts that the National Security Bureau of the Baath Party National Command was used to translate policy directives into strategic operations.
"COMPLEX OPERATIONS"
Military and security forces, civilian authorities and Baath Party officials coordinated operations through local security committees, it said.
"On several occasions, senior security officials were deployed from the capital to coordinate operations involving crimes against humanity and other gross violations," it said.
"Most crimes against humanity and gross human rights violations were carried out in complex operations that involved the entire security apparatus and therefore would have required superior directives."
The four major intelligence and security agencies with direct reporting lines to the president's office - military intelligence, air force intelligence, the general intelligence directorate and the political security directorate - "were at the heart of almost all operations", it said.
As the conflict evolved, elite army units closest to the leadership - the Special Forces, the Republican Guard and the Fourth Division - played an increasingly prominent role, the latter two especially in Damascus and its suburbs, it said.
"You would expect from the institutions named in the report, that the key people in those institutions to be on the list, there are enough hints," said one international human rights expert who has not seen the list, but who saw the public report.
For the Commission of Inquiry to have included it, it is likely to be all corroborated evidence, but it still needs to be proved in a court of law, this expert said.
"The investigators would look at his close circle, the constitutional order, the ministers of defense, of interior, head of security services. You start with a matrix and corroborate evidence from witnesses, these are the criteria."
LIST CREATES PRESSURE
The existence of the list creates pressure on states to take action as it means that dozens of people can be brought to justice, once a credible jurisdiction is empowered to move on the case, said Mona Rishmawi, chief of the rule of law branch at the office of the U.N. High Commissioner for Human Rights.
Several countries, including Britain, Belgium, Canada, Spain and the United States, have established universal jurisdiction for some crimes such as torture, said Rishmawi, who led a similar U.N. investigation in Darfur which contributed evidence leading to the ICC's indictment of Sudan's President Bashir.
Aside from the U.N. report, there is other evidence that could be used to mount a case, legal experts said
U.N. special rapporteur Mendez said that a Channel 4 video purporting to show Syrian patients being tortured in hospital appeared to support increasingly grave allegations pointing to crimes against humanity.
"With respect of torture, as grave as the allegations were six to eight months ago, this latest seems a step or two above that," Mendez, himself a victim of torture while jailed by the military dictatorship in his native Argentina in the 1970s, said in an interview in Geneva.
"There's a limit to what I can do. I have to say that I am frustrated that I cannot do more. I wish I had more powers."

MIAMI — Another day, another party. A slightly sunburned MTV News crew hit the highly anticipated Mau5trap pool party at the Fontainebleau on Saturday night, where we found Mau5heads had come out in full force to support the boss himself, deadmau5, and his cohorts during a poolside set.
Don't be fooled, however, it's Miami Music Week and this wasn't your parents' pool party: Fontainebleau boasts a pool deck that would make most of your favorite Vegas hotspots look like the neighborhood YMCA. Add a DJ booth inlaid within a colossal LED wall, and you've set the scene for the Mau5trap Records party headlined by deadmau5, with support from labelmates Feed Me, Moguai, Steve Duda and Frederik.
Frederik and Duda started strong, warming up the crowd for Moguai. The German producer/DJ introduced himself with his remix of Fatboy Slim's "Ya Mama" and an electro rendition of the Nena classic "99 Red Balloons." Keeping consistent with the heavy synths of the signature Mau5trap sound, Moguai passed the torch to Feed Me, who continued to bring up the energy of the evening. The U.K. outfit mellowed out dirty riffs of songs like "Green Bottle" with the soothing vocals of Lindsay on "Embers." In fact, one fan was so moved by Feed Me's transition that he started a solo splash-fight in the football field-size pool ... perhaps in search of deeper enlightenment?
After a proper warm-up, it seemed only fitting that deadmau5 would take the stage to end the night with a bang. But from the start, it seemed clear he had another agenda. The man born Joel Zimmerman followed a long intro of experimental drum loops with a Mau5y version of Milo's "Dr. Pressure" and 2 Live Crew's "Shake That Ass Bitch," signaling he wouldn't be mixing his typical set. Instead, for the next hour, he took the audience on a tour of the inner workings of his creative mind and treated them to a showcase of his Ableton mastery.
Those who came to rage with the mau5 may have been left staring at a half-full bottle of Grey Goose, but judging from the vibe of Zimmerman's set (and recent style postings on his SoundCloud page), the DJ/producer is obviously in a different place than he was in his "Ghost" days (although did play the track for partygoers at the end of the night).

WASHINGTON (AP) ? The new debt-slashing budget plan pushed by House Republicans heated up as a presidential campaign issue Sunday as the proposal's architect, Rep. Paul Ryan of Wisconsin, sparred with top Democrats over its political fallout and downplayed the possibility he could be tapped as a vice presidential candidate.
Senior White House adviser David Plouffe dismissed the GOP plan Sunday as "a lot of candy, not a lot of vegetables," and charged that it would be "rubber-stamped" as law if leading Republican presidential hopeful Mitt Romney is elected.
"This is really the Romney-Ryan plan," Plouffe said, adding that its mix of across-the-board tax cuts and stiff budget cuts "showers huge tax cuts on millionaires and billionaires paid for by senior and veterans."
Ryan tried to tamp down speculation that he could be tapped for the No. 2 spot on the GOP ticket, although who will be the nominee is far from settled.
"I would have to consider it, but it's not something I'm even thinking about right now because right ? I think our job in Congress is pretty important," Ryan said. "And what we believe we owe the country is, if we don't like the direction the president is taking us, which we don't, we owe them a specific sharp contrast and a different path that they can select in November. And doing this in Congress is really important."
The House GOP debt-reduction plan, unveiled last week with minimal Democratic congressional support, is quickly sharpening as a line of division for the fall campaign, pitting GOP and tea party pressure for a reined-in budget against White House and Democratic party alarms about a weakened Medicare system and tax relief for the wealthy.
"This is a sharp, clear difference with two different futures," Ryan said. Despite growing signs that the U.S economy is struggling back to life, Ryan threw down a marker for the fall national election, saying that the GOP plan is the only alternative to a looming debt crisis versus Obama's "path of debt and decline."
The GOP proposal ? endorsed by Romney last week during a meeting with GOP congressional leaders ? would slice $5.3 trillion from President Barack Obama's budget over the coming decade through tax reforms and sweeping program cuts. The plan aims to shrink U.S. deficits by $3.1 trillion over the next decade, reducing tax burdens while cutting Medicaid payments and shifting oversight to states and sharply cutting other domestic programs.
House Budget Committee chairman Ryan, who authored a similar plan last year sunk by White House and Democratic congressional opposition, agreed that Romney backed his plan generally. But he said the former Massachusetts governor might not be in complete lockstep with his vision.
"I'm not expecting everyone to enact every little piece," Ryan said, adding that he expects Romney will back the plan's main planks.
Sen. Charles Schumer, D-N.Y., cautioned that his party would blunt the Ryan plan again as it did last year, also noting the election year "contrast with Democrats." He said Senate Democrats would offer up a rival tax reform plan on tax day, April 15, calling for increased taxes on wealthy Americans along the lines of the "Buffett Rule" acclaimed by billionaire Nebraska investor Warren Buffett.
"Let's be fair, you should pay more than your secretary," Schumer said, echoing Buffett's complaint that the current tax system allows the megarich to pay at lower tax rates than many of those who work for them.
Ryan and Plouffe spoke on "Fox News Sunday," while Ryan and Schumer went on CBS' "Face the Nation."

BRIDGEPORT, Conn.(CBSNewYork) - Some animals belong in a zoo ? not in your home. Nevertheless, the lure of the exotic entices some people to take in pets that start out small and then grow to be gigantic and potentially dangerous.
Such is the reason for Exotic Animal Amnesty Day at Beardsley Zoo in Bridgeport, Connecticut on March 31. The event will be run by the Connecticut Department of Energy and Environmental Protection (DEEP).

Possessing such potentially harmful animals can lead to charges and fines, and there?s a dedicated police unit that tracks down these illegal pets.
?They have gone into people?s homes and taken out alligators, caimans, large snakes ? all kinds of interesting reptiles,? Dennis Shane with Connecticut?s DEEP said. ?And occasionally, it will be small, like serval cats, and other small wild cats.?
The purpose of the gathering on the 31st is to get owners to give up their illegal exotic pets in a safe, convenient environment. No questions will be asked once an owner?s pet is handed in.
Owners of illegal pets are instructed to hold on to them until Amnesty Day, as opposed to reaching out to DEEP beforehand.

KABUL (Reuters) - A U.S. Army sergeant was formally charged with 17 counts of murder on Friday for killing eight adults and nine children in a pre-dawn shooting rampage in southern Afghanistan that further eroded U.S.-Afghan relations already frayed by a decade of war.
Staff Sergeant Robert Bales, a decorated 38-year-old veteran of four combat tours in Iraq and Afghanistan, also was charged with six counts each of assault and attempted murder for attacking two other adults and four children in the March 11 shooting spree, a U.S. armed forces statement said.
Premeditated murder is a capital offence under the U.S. military justice code, so Bales could face the death penalty if convicted. He would face a mandatory minimum sentence, if convicted, of life imprisonment with eligibility for parole, the military statement said.
Bales is accused of walking off his base under cover of darkness and opening fire at civilians in their homes in at least two different villages in Panjwai district in Kandahar province. Defense officials said four men, four women and nine children were killed. A man, a woman and four children were wounded or shot at.
"The charges allege that, on or about March 11, 2012, Staff Sergeant Bales did, with premeditation, murder seventeen Afghan civilians and assaulted and attempted to murder six other civilians," a U.S. armed forces statement said.
Initial reports from Afghanistan put the death toll at 16 people, including three women and nine children. It was not immediately clear where the extra count came from. Afghan officials were still counting 16 on Friday, and U.S. officials said none of the wounded had died.
A U.S. defenses official said the NATO-led International Security Assistance Force in Afghanistan had never confirmed an official death toll and that evidence developed during the investigation led to the decision to bring 17 murder counts.
The killings seriously strained relations between Kabul and Washington, with Afghan President Hamid Karzai demanding that NATO forces leave Afghan villages and withdraw to major bases.

Karzai also demanded that foreign combat troops, most of whom are due to leave the country by the end of 2014, stop carrying out controversial night raids of Afghan homes, seen by NATO commanders as one of the most effective anti-insurgent tactics.
Taliban insurgents vowed to take revenge on NATO forces for the 17 killings, saying they had no faith in any court proceeding.
Bales is being held at Leavenworth military prison in Kansas but is assigned to the 2nd Battalion, 3rd Infantry Regiment headquartered at Joint Base Lewis-McChord in Washington state. That is where the next step in the judicial process is expected to take place.
Under U.S. military law, a Special Court-Martial Convening Authority at Lewis-McChord will decide whether to order an investigation of the charges at an Article 32 hearing, which is similar to a preliminary hearing in a civilian court.
An Article 32 investigation usually gives the accused a fairly detailed overview of the case against him, including testimony and evidence that will be presented, officials say.
Bales' attorney, John Henry Browne, suggested he might use the soldier's mental state as a defense.
"My first reaction to all of this is, prove it ... This is going to be a very difficult case for the government to prove in my opinion. There is no CSI (crime scene investigation) stuff. There's no DNA. There's no fingerprints," Browne told CBS' "This Morning" program before the charges were laid.
But he said: "The mental state eventually will be definitely an issue.
Bales, who had just begun serving his first tour of combat duty in Afghanistan, had suffered a traumatic brain injury during a vehicle rollover on one of his tours in Iraq and also lost part of a foot in a separate incident.
Browne has said Bales was told he wouldn't be sent back into combat after three tours in Iraq, but in December he was called up for a fourth tour in 10 years, this time to Afghanistan.
Lance Rosen, an attorney for Bales' wife, Kari, told ABC News that the staff sergeant called his wife immediately after the incident in Afghanistan and told her "something terrible" had happened.
Rosen said the couple spoke for about three minutes, evidently after Bales had surrendered to coalition forces, before the call was cut off.
