Enable or Disable CPU Core Parking in Windows 7
Core Parking is a new feature, that dynamically selects a set of processors that should stay idle and not run any threads based on the current power policy and their recent utilization. This decreases the energy consumption? and therefore reduces the heat and power usage. In Windows normally we have to manually edit registry entries to enable or disable this feature, and it requires a reboot.
The state of individual parked cores can be observed in Resource Monitor under the CPU tab, on the right side.
If you are using some new multicore Intel CPU like i7, you will notice that some of the cores are marked as parked. This is a new feature of Windows 7 and it helps in optimizing energy consumption of your CPU.
Sometimes, by?adjusting the Core parking by performance of the PC, you can even reduce micro shutters which occur when playing a game or using some resource-heavy.? This new feature of Windows 7 manages Core parking well, but if you want, you can tweak it to suit your requirements.?Core packing on Windows 7 is pretty good, but?by tweaking in according to your needs can make it even better.
There are two utilities that may help you: Park Control and Manage Parked CPUs.
Park Control
Using Park Control Utility we manage our Core Parking percentage instead of registry tweak or reboots. It?s a very simple tool not much explanation needed. Remember this tool works only on new generation processors like Intel?s I series or AMD Bulldozer platform. When you first open it you?ll get a warning about the application.
Make sure you create a backup of your Power Configuration.
To do so open up command prompt and type in powercfg.exe -qh > mybackup.txt.
Once you click ?Yes? it will take you to the application.
Here you can choose the power plan. Next under ?CPU Parking? for ?On AC? or ?On Battery? you can click on ?Enable? to enabled it and enter the % of core you want to enable. Once your done click on ?Apply? and click ?OK? now you can go to Resource Monitor and click the CPU tab to verify?if Core Parking has been enabled. You can download the application from here.
Manage Parked CPUs
This utility will allow you to easily enable or disable core parking for your CPU. Run the tool and click on Check Status. Core parking may not be enabled for all the CPU?s, even though the registry value may indicate that the cores are parked. You From now you can press ?Park All? or ?Unpark All? buttons to enable or disable parking. You can get it here.
If you are looking for a hotfix?that will? selectively disable the Core Parking feature in Windows 7 or in Windows Server 2008 R2, visit KB2646060.
I can?t stress enough -?do it on your own risk ? and that too if you know what you are doing. And please create a System Restore point before you make any changes so you can revert back if need be.

President Obama continues campaigning throughout the battleground state of Virginia on Saturday. He's talking about his "Vision for?Virginia's Middle Class" and highlighting the differences between his economic?and jobs plan and those of Republican presidential candidate Mitt Romney.?
Saturday, he plans to make campaign stops at the Walkerton Tavern in Glen Allen, Va. and conclude his two-day tour of Virginia with a rally at Centreville High School in Centreville, Va.
On Friday, the President spoke at Green Run High School in Virginia Beach, Phoebus High School in Hampton and Historic Fire Station No. 1 in Roanoke, Va.
Earlier this week, the President?called on Congress to "prevent a scheduled tax increase on 98 percent on Americans, including families across Virginia" and approve his Middle-Class tax cut plan.
Romney campaign surrogates former Navy Secretary John Lehman, Congressman Randy Forbes, and former Senator Jim Talent held a conference?call with reporters on Thursday to "welcome President Obama before he arrives in Virginia on Friday."
In May, the President officially kicked off his re-election campaign with a rally at the Virginia Commonwealth University in Richmond. In 2008, then-Senator Obama became the first Democratic presidential candidate to win Virginia in 44 years.

Excerpts from the report on Penn State, Sandusky
Key excerpts from the investigation into the Jerry Sandusky sex abuse scandal led by former federal judge and ex-FBI director Louis Freeh:
? "The most saddening finding by the Special Investigative Counsel is the total and consistent disregard by the most senior leaders at Penn State for the safety and welfare of Sandusky's victims."
? "Four of the most powerful people at The Pennsylvania State University ? President Graham B. Spanier, Senior Vice President-Finance and Business Gary C. Schultz, Athletic Director Timothy M. Curley and Head Football Coach Joseph V. Paterno ? failed to protect against a child sexual predator harming children for over a decade. These men concealed Sandusky's activities from the Board of Trustees, the University community and authorities."
? Spanier, Schultz, Paterno and Curley "repeatedly concealed critical facts" about Sandusky's abuse from authorities and others "in order to avoid the consequences of bad publicity... ."
? "Despite their knowledge of the criminal investigation of Sandusky, Spanier, Schultz, Paterno and Curley took no action to limit Sandusky's access to Penn State facilities or took any measures to protect children on their campuses."
"The special investigative counsel found no evidence to indicate that Sandusky's retirement was related to the police investigation of him in 1998."
Handwritten note, apparently from Paterno to Sandusky: "If there were no (Second) Mile, then I believe you ... probably could be the next Penn State FB coach. But you wanted the best of two worlds and I probably should have sat down with you six or seven years and said look Jerry, if you want to be head coach at Penn State, give up your association with the (Second) Mile and concentrate on nothing but your family and Penn State. ... You are too deeply involved in both."
